The Department of Municipal Affairs and Housing is also responsible for ensuring the availability of safe, suitable, and affordable housing for all Nova Scotians. Our work involves making strategic investments, leveraging new funding, and building on critical partnerships to help further position ourselves to meet current and future housing challenges

About Our Opportunity

Reporting to the Director, of Housing Services, the Program Manager is responsible for providing leadership to, and management of, the regional program delivery team. You are responsible for oversight of regional program delivery of home repair and adaptation grant and loan programs, administration of mortgages and operating agreements for not-for-profit and cooperative housing entities under the CMHC-NS Social Housing Agreement, the delivery of mortgages and loans, and other housing programs.

Primary Accountabilities

As Program Manager your primary accountabilities will include (but not be limited to):

  • Providing human resource management in areas such as goal setting, staff mentoring, coaching, and counselling, empowering staff, identifying training needs and development opportunities, operational planning, recruitment, performance management, complaint and conflict resolution, and ensuring implementation of and to provincial government compliance human resource policies.
  • Managing home repair and adaptation programs including promoting the programs, managing waitlists, ensuring applications conform to policy, procedures, and sound lending practices, and ensuring that applications are processed in an efficient and diligent manner.
  • Ensuring that all elements of the operation are client service focused.
  • Supervising the administration of operating agreements and mortgages under the Social Housing Agreement including subsidy calculation, agreement compliance, monitoring solvency through the review of financial statements, reviewing operational and business plans and providing expert advice with regard to the cooperative and not-for-profit portfolio in the region.
  • Managing the front-end delivery of mortgages and loans and back-end loan administration functions including client budget counselling, delinquency control, collections, payout statements, subsidy and income reviews, mortgage renewals, postponements and assumptions, cash control, and litigation recommendations.
  • Monitoring program budgets and operational efficiency and providing advice regarding budgets, policy, and procedures to the Director.
  • Managing the operational budget of the regional office including procurement, petty cash management, budget forecasting, financial planning and ensuring implementation of and compliance to provincial government finance and budgeting policies.
Qualifications and Experience

This may be the right opportunity for you if you have a bachelor\xe2\x80\x99s degree in commerce, business administration, public administration, or another related discipline along with several years of related experience in the management of teams and multiple projects.

You possess demonstrated leadership skills, and strong financial and accounting skills with emphasis on budgeting, analysis and interpretation of financial statements and related documentation, along with supervisory experience and familiarity with human resource practices. Effective interpersonal skills are essential. Also, critical for success will be proven skills in written and verbal communication, analytical, evaluation and problem-solving abilities.

Demonstrated organizational skill to manage competing workload demands is required. Sound knowledge of housing programs offered by the Department of Municipal Affairs and Housing, knowledge of mortgage lending practices, proficiency in the use of a PC Windows environment and software applications including MS Word, spreadsheet applications, presentations / PowerPoint would be considered assets.

Leadership competencies required at this level of work are: Analytical Thinking, Action Management, Team Leadership, Initiative, Effective Interactive Communication, Partnering and Relationship Building, and Intercultural and Diversity Proficiency.

Working Conditions

This role is based in a comfortable office environment, and you may be working at your computer for extended periods of time.

Your normal work week is 35 hours/week, 7 hours/day. This role does entail a high volume of work which may require longer than normal working hours and overtime. Due to the multiple spheres of action and scope of responsibilities that this position requires, there is significant mental pressure, requiring your resilience.

Off-site work travel is required from time to time.

This position requires the successful candidate to work on-site.

This is a TERM employment opportunity with anticipated end date of January 2, 2025. The appointment status (\xe2\x80\x98term\xe2\x80\x99, \xe2\x80\x98temporary\xe2\x80\x99 or \xe2\x80\x98casual\xe2\x80\x99) is dependent on the start date of the successful candidate.

Pay Grade: EC 11

Salary Range: $3,238.10 - $4,047.67 Bi-Weekly
