UNIT SUMMARY:
The Cleghorn Early Intervention for Psychosis Clinic is an outpatient service at St. Joseph's Healthcare Hamilton that provides assessment, treatment and recovery oriented rehabilitation and support to individuals, age 16-29 experiencing psychosis for the first time.
POSITION SUMMARY:
The Program Manager is accountable to the Clinical Director, Schizophrenia and Community Integration Service. The Program Manager assumes responsibility for the designated areas as assigned, including the Cleghorn Early Intervention Psychosis for Clinic. The Program Manager is accountable for the hiring and effective management of all direct report staff and for financially managing the cost centres for assigned units.
The Program Manager, Cleghorn Program and any other assigned areas is responsible for the overall management of the human and fiscal resources required to meet the patient care needs as well, as for the integration of quality and other patient safety initiatives. The Program Manager takes an active role in strategic planning, program development, volume management and quality monitoring. The Program Manager promotes the integration and ongoing advancement of standards and best practices. As a leader, the Program Manager provides, facilitates and promotes excellent care to the patients and family of the clinical areas and the best possible professional service from the staff and physicians, and engages effectively with other programs and services at SJHH as well as the community. In collaboration with the interdisciplinary team, the Program Manager facilitates educational activities and research throughout the Program.
RESPONSIBILITIES:
Performs corporate and program management responsibilities that support and advance SJHH goals such as: contribute to corporate efforts and initiatives, as appropriate, to enhance SJHH's mission, vision, values, and goals; represents the program internally on SJHH committees, as required, and SJHH in the external community at conferences, workshops and committee work.
Performs duties in a manner that demonstrates the employee's commitment to developing a culture of patient and staff safety through accountability, reliability, trust and team work
Works in compliance of the Occupational Health & Safety Act and its regulations, reporting hazards, deficiencies and contraventions of the Act, in a timely manner
Liaises with OHS/HR to develop return to work plans for staff who require accommodation(s)
Fosters effective employee and labour relations through knowledgeable interpretation and implementation of hospital policies and collective agreements. (ONA, CUPE, OPSEU) and responsible for recruitment, retention and discipline of staff.
Works with the interdisciplinary team to design and implement excellent delivery models that include clinical pathway development, establishing of new client care services and programs that improve the Department services for clients, family and community
Develops and maintains partnerships with key community stakeholders (School Boards, Satellite partners, etc) and leads the department's Community Advisory Committee, ensuring representation from various stakeholder groups (clients, family members, community partners) on the Committee
Monitors attendance of all direct report staff and ensures expectations of attendance management program are adhered to
Liaises with all medical staff and students, including program psychiatrists
Develops collection methods and provides clinical data analysis on service utilization which is used to measure performance of program in achieving corporate and program strategic goals. This includes report writing for various levels of the organization such as, executive team members, program managers, and front-line staff.
Collaborates in the design and implementation of methods and techniques to continuously improve the delivery of service, with attention to patient flow and intake pressures and ensures excellence in patient care.
Ensures the collection and reporting of financial and service data, including the monthly, quarterly and year-end reporting of waitlist, MIS data and required information for through Ontario Health Centre of Excellence
Provides leadership in the development of new initiatives by creating an environment that encourages creativity, innovation and critical thinking among the interdisciplinary team
Develops, implements and evaluates staff education and training programs in collaboration with relevant resources including professional practice leads
Contributes to education and professional development of staff, students, and colleagues in an environment of mutual respect and understanding.
Participates in corporate level process improvement projects to improve overall hospital efficiency and effectiveness, using various strategies including LEAN, and will assist others in the organization to lead Process improvement projects
Works with the interdisciplinary team to design and implement excellent delivery models that include clinical pathway development, establishing of new client care services and programs that improve the Department services for clients, family and community

Engages in review of complaints/compliments for assigned areas including investigation and resolution of same.
Participates in the Mental Health and Addiction Program Manager-on-Call roster
Fosters an environment which facilitates the use of evidence informed practices, ongoing professional development, and interdisciplinary care, research and program evaluation
Maintains own competency in accordance with relevant professional standards
QUALIFICATIONS:
Undergraduate Degree in a related discipline required (Nursing, Occupational Therapy, Social Work)
Master's Degree preferred
CPR, First Aid and Non-Violent Crisis Intervention (CPI) Certification required
3-5 years practical and related experience, on the job training required
Management experience required, with advanced knowledge of management and leadership principles in an interdisciplinary community-based mental health care environment
Demonstrates excellence in interpersonal, communication, coaching, mentoring and team-building skills that facilitate positive interactions among all members of the interdisciplinary mental health care team
Demonstrates superior understanding of systems, systems analysis techniques, value analysis process and continuous improvement principles and tools -particularly in the field of Early Psychosis Intervention
Demonstrated engagement in early psychosis networks supporting best practices and collaboration in Early Psychosis and youth mental health across provincial, national and international (e.g. EPION, CCEIP, IEPA...)
Possesses highly developed analytical, problem solving, critical thinking skills
Demonstrates a strong recovery-oriented, client-focused philosophy in all interactions
Possesses the ability to introduce and effectively facilitate change
Demonstrates superior decision-making and organizational skills

Experience working with youth and their families
Demonstrates participation in research, evidence-informed practice, and program evaluation
Current and demonstrated knowledge of Mental Health Act, Healthcare Consent Act, Substitute Decisions Act, and Privacy Legislation
