Position Overview

The Alberta Children\'s Hospital Research Institute (ACHRI) in the Cumming School of Medicine invites applications for a Program Manager, Data Science. This Full-time, Fixed Term position is for approximately 12 months, with the possibility of extension.

Reporting to the ACHRI Deputy Director and Child Health and Wellness Data Program Lead, this position requires independent work, strategic leadership, decision making, time management and superior organizational skills. The Data Manager will lead the development, implementation and evaluation of a highly complex initiative with a high volume of work, competing priorities, and diverse stakeholders. The position is driven by constant, multiple and simultaneous deadlines, continuous change and emerging priorities. The work environment is fast-paced, service-oriented and highly computerized.

The Data Science Program Manager ensures that the Institute\'s data activities align with the University of Calgary\'s Child Health and Wellness strategy and its Eyes High initiative with the goal of increasing member research productivity and impact in the area of Child Health and Wellness, specifically through enhancing collaboration and integrating existing assets.

Position Description

Summary of Key Responsibilities (job functions include but are not limited to):

Staff Management:

  • Oversee the work and performance of Data Program staff and hire new staff as the program grows, including creating and updating job profiles.
  • Proactively determines staffing needs.
  • Perform and engages staff in annual performance reviews as well as staff development and performance management.
Stakeholder Engagement:
  • Identify and facilitate stakeholder engagement with a diversity of stakeholders including clinicians, researchers, analysts, people with lived experience, and senior leaders.
  • Lead the project steering committee and actively facilitate connections between ACHRI members and members of other relevant University Faculties, Departments and Institutes.
  • Be the bridge between technical, data, clinical, and research experts and other stakeholders.
  • Interpret scientific concepts and project information into terms that can be widely shared and understood by the non-scientific community.
Data Integration, Governance and Analysis:
  • Identify existing data governance policies from parallel initiatives in order to inform the creation of a robust data governance policy for the Data Program and ensure adherence to regulatory compliance from governing bodies.
  • Analyze and manipulate data as required.
  • Provide technical expertise for grant applications and publications, when required.
  • Oversee the research and progress on projects for the data team.
  • Utilize independent judgment to determine the best scientific standard methods and techniques.
  • Publish and present technical papers to external audiences; participate in creating and authoring significant internal publications.
  • Research, develop and innovate new processes and methods to be used within the Data Program.
Strategic Planning:
  • Lead the design, development and implementation the strategic plan for the Program.
  • Oversee the development and management of the team budget.
  • Demonstrate fiscal responsibility for costs from the Program.
  • Establish core metrics and mechanisms for tracking metrics.
  • Apply technical and functional knowledge to assist in project design.
  • Share knowledge and transfers own skills to the research team.
Project Management:
  • Oversee project management for the Data Program.
  • Establish, implement, track and report on program and project process and successes.
  • Track project budget and ensure that things are delivered on time, on scope, on budget. Identifies and resolves technical, operational and University issues in managing the research projects.
  • Make key decisions and seeks solutions for complex issues and roadblocks that develop within the research projects.
Qualifications / Requirements:
  • Master\'s degree in mathematical statistics, computer science, data science, biostatistics, bioinformatics or a relevant field of study; PhD is preferred.
  • Clinical or relevant basic science research background with proficiency in data science and database management is required.
  • Experience in Data Integration, Management and Governance is required.
  • Experience working with diverse stakeholders, ideally in a clinical, research or corporate setting, is required.
  • Experience with Indigenous community-based work is an asset for members of the OCEC research team.
  • Demonstrated experience as a technical expert and scientific contributor.
  • Previous experience managing staff, particularly in a research or technical environment required. Knowledge and ability to lead the development of robust project plans.
  • Must maintain and respect the confidential nature of the work.
  • Excellent written and verbal communication skills, strong time management, organizational, analytical and interpersonal skills is required.
  • Demonstrated ability to work with relational databases (e.g. SQL).
  • Experience and high competence in data science related coding in programs such as R, Python, or MatLab.
  • Experience in advanced scientific data visualization.
  • Demonstrated knowledge of current data science methods including advanced machine learning methods.
  • Demonstrated knowledge of the use of classical analytical techniques, such as statistical process control, regression, classification, and clustering preferred.
  • Familiarity with bioinformatics methods and tools is an asset.
