Position summary:

The Program Manager, Animal Ethics and Compliance leads the University-wide animal care and use program (the \'program\') that falls within the purview of the Animal Ethics and Compliance Unit (AECU). Working with the University Veterinarian /Director, Animal Ethics and Compliance (UV/DAEC), to whom the position reports, the Manager leads the planning and coordination of program changes to continuously improve services, efficiency, and compliance as regulatory and research requirements evolve. The Program Manager manages change process of the Program in coordination and harmonization with other key stakeholders such as animal facility operations teams, various program committees, and the animal research/teaching community. The Program Manager guides and manages the AECU staff, develops and refines internal processes and engages with divisions/departments to optimize processes.

The Program Manager keeps current on internal/external regulatory requirements to inform strategic planning on how those requirements will be met or exceeded by the University in an efficient and effective manner. The Program Manager serves as liaison in maintaining strong communication links and collaborative processes with internal stakeholders including with animal facility and research staff and program committees, and with external stakeholders such as regulators (e.g., Ontario Ministry of Agriculture and Rural Affairs (OMAFRA), Canadian Council on Animal Care (CCAC) and other research institutions. The incumbent serves as back up to the UV/DAEC and serves as point of contact for urgent needs related to noncompliance within the Program.

Essential Qualifications:

Education:

Master\'s degree in biological sciences or equivalent combination of education and experience.

Experience:

Five or more (5+) years\' relevant experience including with research administration and working with regulatory compliance related to animal care, preferably in animal research and teaching environment administration; experience in a large university or research hospital setting preferred. Experience with animals in research preferred. Experience in managing staff strongly preferred.

Skills:

In-depth knowledge of relevant provincial and federal requirements and knowledge of Program requirements for conducting animal-based research and teaching.. Demonstrated leadership in ensuring compliance with applicable government legislation and regulations, professional and ethical codes, and organizational policies. Demonstrated ability to mentor and lead and manage a diverse group of staff. Excellent judgment and decision-making, strong interpersonal skills; ability to cultivate relationships and work effectively with both internal and external stakeholders will be essential to success; tact and diplomacy. Ability to manage multiple tasks and prioritize workload; high degree of efficiency and effectiveness. Superior writing and oral communication skills, excellent organizational skills; initiative and ability to work independently and as a member of a team.

Other:

Proficiency with administrative, word processing, spreadsheet and web information technology software packages.

Regular weekday daytime hours of work; may be required to work beyond the University\'s work week of 36.25 hours to ensure deadlines are met and projects are completed, and may be required to respond to calls outside of work hours, including in emergency response.
