Overall Purpose

Reporting to the Senior Manager, Procurement and Support Services, the Program Lead, Procurement Modernization is responsible for advancing the Board's procurement compliance and modernization initiatives. The role leads the development and implementation of compliance programs, supports strategic planning, manages special projects, and drives operational improvements through policy modernization, continuous improvement, data analytics, and cross-functional collaboration. The position also provides expert advice and support and leads change management efforts to strengthen procurement governance and performance.


Summary of Duties

Lead the development and implementation of the procurement compliance program, including related processes, procedures, and performance metrics to ensure alignment with Board policies, strategic goals, and regulatory requirements. Support Departmental strategic and business planning and modernization initiatives focused on operational efficiency and continuous improvement. Provide expert advice and guidance on compliance, procurement modernization, and best practices to internal stakeholders across TDSB departments. Lead and coordinate special projects and cross-functional initiatives, identifying risks, implementing mitigation strategies, and ensuring timely completion of deliverables. Monitor operations and project progress; analyze data to identify trends, risks, and opportunities; and recommend corrective and pre-emptive actions. Develop and implement change management strategies and support staff adoption through training, communication, and process implementation. Conduct research and benchmarking to inform program design and continuous improvement. Design and deliver training and education programs to increase organizational awareness of compliance and procurement policies and processes. Leverage business systems and analytics to support data-driven decision making, and identify and implement process and technology improvements. Monitor changes in legislation, policy, and regulations, and recommend updates to ensure compliance and alignment. Represent the Department at Committee meetings and working groups; provide compliance-related advice and support. Prepare comprehensive reports and dashboards to support strategic and operational decisions. Provide leadership in fostering equity and inclusiveness in the development and implementation of programs and services. Other duties as assigned.

Qualifications

University Degree in a related field (e.g., Business, Commerce, Supply Chain Management) with six years progressively responsible experience in procurement complianceor an equivalent combination of education and experience. Professional certification such as CPPO, CPPB, SCMP or equivalent. Experience developing and managing procurement compliance programs and performance metrics. Strong background in project management and change management, including implementation of improvement initiatives. Successful experience in designing and delivering training programs. Proficiency in data management, governance, analysis, and reporting. Comprehensive knowledge of Supply Ontario Broader Public Sector Procurement directives, applicable trade agreements, relevant Provincial and Federal legislation/regulations governing procurement and trade, compliance standards, and operational best practices. Strong analytical, problem-solving, and research skills. Demonstrated organizational and time management skills with the ability to effectively plan and prioritize work. Proven ability to build partnerships and work collaboratively with stakeholders across all organizational levels. Excellent communication skills, including verbal, written, and presentation skills. Proven ability in promoting equitable practices which value inclusiveness and diversity. Experience using Enterprise Resource Planning (ERP) systems and digital analytics tools, and familiarity with cloud-based dashboards. Proficient skills in Microsoft Office applications, virtual meeting platforms, and cloud-based file management systems.
