Your Opportunity:

The Program Lead Electronic Referral Solution (ERS) is a key leadership position within the Access Improvement team. This role has a provincial scope, reporting directly to the Executive Director, Access Improvement and FAST. This role will manage a team consisting of change management analysts, coordinators, data analysts and technical writers and work closely with the eReferral and Connect Care IT teams, FAST, provincial registries, Community Information Integration (CII)/Central Patient Attachment Registry (CPAR) teams and eHealth Support team. This position is considered an expert in the area of organizational change management and has significant clinical and leadership experience and demonstrated success in large scale transformational change initiatives. This role is responsible for managing the operational readiness aspects of the ERS including Alberta Netcare eReferral. The ERS will require a transformational shift in current practices and established workflow over the next 5-6 years. The Program Lead, in conjunction with operational and Strategic Clinical Network (SCN) leadership, AH and AHS IT, Facilitated Access to Specialized Treatment, AMA and PCNs will be specifically accountable for overseeing the application implementation for assigned clinical operations teams across Alberta.

Description:

The successful incumbent will be accountable to lead strategic execution of ERS application design, optimization and implementation for designated clinical teams across Alberta. Accountable for the performance and results of operational readiness for the designated application area. Relied upon for deep, unique expertise in operational readiness and is key in contributing to developing strategies, frameworks, standards, processes and policies for this area of focus and for each designate application area (ie domain teams). Coordinate resources within the organization including DIMR, eReferral and Connect Care IT teams, FAST, provincial registries, Community Information Integration (CII)/Central Patient Attachment Registry (CPAR) teams and eHealth Support team. Oversee the development, implementation, monitoring and evaluation of organizational change management plans specific to designated clinical operations across Alberta Health Services. Plans focus on the 1-5-year service delivery and project plan for each designated domain. This role will work closely with the Project Manager of eReferral to identify the resource need as the engagement and implementation of operations progresses. Expected to manage, train, educate, mentor and coach senior staff and seasoned professional experts. Advise and coach team members by providing guidance on project issues, key success factors of the project and lessons learned. Directs and leads a team of change management analysts, data analysts and technical writers. Will be responsible to manage the day-to-day operations of this team including the scope of their work assignments and ensure that deliverables are being met.

Required Qualifications:

A minimum of a health care related degree in a clinical field. Extensive knowledge and understanding of AHS as an organization. Minimum 10 years of progressive responsibility in leading organizational change for programs or organizations of significant size and complexity, including management and leadership experience. Minimum 3 years\' experience and demonstrated competency in the intersection of clinical and information management/technology practices to enable and support all aspects of safe, efficient, and effective health services. Specialized experience in transformational change, organizational change management, project management, process improvement. Significant experience in the application of change tools and methodologies. Certifications related to management, leadership, and change management (PROSCI certified). Good working knowledge of clinical services, information technology and AHS systems. Strong leadership skills as characterized by recent and relevant references. Experience in leading teams and/or working groups responsible for implementing a significant change, program, or process with a high degree of impact and complexity. Ability to work within governance structures to define objectives and ensure programs align to the overall goals. Additional Required Qualifications:

Significant management, leadership and change management expertise and examples of successful change management initiatives of complex projects. Ability to be creative and innovative with novel approaches that resonate with front line staff and leaders. Significant exposure to work like this is expected to best prepare a Leader to be successful in a change management role of high profile/high risk project like Connect Care. Preferred Qualifications:

Master\'s degree in health or related discipline recommended, equivalences may be considered. Seven to ten years of progressive leadership and management experience in health care environment of significant size, complexity and diversity. Extensive knowledge of Electronic Health Records and Electronic Medical Records including Alberta Netcare and Connect Care.
