SmartICE is looking for a Program Evaluator to join our Community Impact Team. This role will play a crucial part in assessing and enhancing the effectiveness of the organization's programs and initiatives. Their primary purpose is to ensure that SmartICE's efforts in integrating Indigenous knowledge with advanced technology for ice travel safety are impactful and aligned with the organization's mission.
Who we are:
SmartICE is an award-winning technological innovation for the North. SmartICE offers a suite of climate change adaptation tools that integrate Indigenous and local knowledge of ice with advanced data acquisition, remote monitoring and satellite mapping for ice travel safety. Our community-based services provide invaluable, data-supported insights into ice thickness and local ice travel conditions, in near real-time.
What you will do:
Execute organizational performance monitoring and evaluation across departments, develop data reporting standards, and measurable indicators of success.
Interact with participants and stakeholders to ensure training programs and services align with community needs, addressing barriers to accessibility and impact.
Collect and examine program data to assess the effectiveness of programs using SmartICE's evaluation matrix, collecting and analyzing qualitative and quantitative data from internal and external stakeholders.
Develop data collection instruments, facilitate internal communication, and maintain up-to-date evaluation workspaces with relevant information.
Conduct research, analyze reports, and support primary data collection through surveys, interviews, and case studies to inform program improvements.
Oversee project development initiatives and secure external funding for training and evaluation programs.
What you bring:
A Bachelor's Degree in Social Sciences, Public Administration, Political Science, Development Studies or other fields relevant to the assignment.
Proficiency with data collection, quantitative and qualitative evaluation techniques and methods.
Demonstrated experience in designing and coordinating the implementation of organizational and program level PM&E frameworks.
Experience and proficiency with Microsoft Word, Excel, PowerPoint, Outlook, and Google Suite (Google forms and sheets).
Demonstrated experience working with Indigenous populations and Northern Communities.
Ability to work alone and within a team.
Excellent communication and presentation skills; both written and verbal.
Highly organized, can prioritize multiple tasks, and have a strong attention to detail.
A desire and willingness to discover and learn new skills and technologies

Full-time position
Term Contract: 1 Year with the possibility of extension based on funding and performance.
