About Us
African Nova Scotian Affairs works with government, communities and partners to help provide services and programs for the African Nova Scotian community. We work within the community to keep African Nova Scotians informed and to encourage involvement. We also support activities that bring African Nova Scotians together to network, share ideas and identify opportunities for development and growth.
African Nova Scotian Affairs is a division of the Department of Communities, Culture, Tourism and Heritage.
The Land Titles Initiative was created to address the historical wrong where African Nova Scotian settlers were not granted clear legal documentation of land ownership, resulting in economic disadvantage for descendants. The LTI resolves land title issues within the historic African Nova Scotian communities of North Preston, East Preston, Cherry Brook/Lake Loon, Lincolnville, and Sunnyville in an accessible manner that respects their cultural traditions and practices.

About Our Opportunity

If yes, we have an exciting opportunity for you to explore as Program Director, Land Titles Initiative with African Nova Scotian Affairs. The Program Director leads a team and provides leadership and direction for the delivery of all Land Titles Initaitive services.
Primary Accountabilities
The Director provides strategic leadership for the Land Titles Initiative, ensuring the program fulfills its legislative, policy, and community mandates. Accountable for administering the Land Titles Clarification Act on behalf of the Minister, the Director sets program direction, oversees delivery, and ensures compliance with government priorities. This role requires expert judgment in resolving complex matters, advancing collaborative partnerships across government and community, and strengthening systems that support equitable land ownership and sustainable community outcomes.

• Set the vision, priorities, and direction for the Land Titles Initiative, ensuring alignment with provincial strategies and departmental goals.
• Exercise delegated authority on behalf of the Minister, applying legislative, regulatory, and policy frameworks to deliver the program fairly and effectively.
• Lead the design, monitoring, and reporting of program performance, ensuring compliance with government requirements and continuous improvement of outcomes.
• Prepare briefings, recommendations, and analysis on legislative, policy, and program issues, providing expert and authoritative advice.
• Build and maintain relationships with community leaders, Commissioners, legal partners, and provincial, federal, and international governments to address complex land matters and advance shared goals.
• Conduct and oversee research, analysis, and consultation to identify solutions that enhance both short- and long-term program performance.
• Guide internal and external communications, represent the Department on committees and at conferences, and promote transparency and trust with stakeholders and the public.

Qualifications and Experience
As our Program Director, you will have a Bachelors' Degree in a related discipline such as Commerce, Political Science, Arts, Masters in Public Admin or a related field which involves project management, policy etc. You will have several years of progressive, senior-level management experience. A law degree is an asset.
An equivalent combination of training and experience may be considered.
In this role you also have demonstrated knowledge of leading large-scale change in a complex stakeholder environment and you can lead change, move forward new initiatives, and overcome ongoing systemic challenges.
You will think through issues by seeing the pattern or big picture, brings facts and ideas together, and develop innovative or creative insights. Specifically, see patterns or trends; for example, spotting recurring problems.
You will possess exceptional interpersonal and communication skills (verbal and written) and the ability to establish productive relationships with senior representatives of non-governmental and governmental organizations (both internally and externally) valuing a diverse and inclusive environment.
You are proficient using Microsoft Office programs (Word, Excel, Outlook, PowerPoint), and have excellent research capabilities and strong organizational skills with attention to detail and accuracy while balancing priorities.
The following would be viewed as assets: Experience working with the African Nova Scotian communities.

Additional Information
This is a TERM employment opportunity with an anticipated end date of December 21, 2027. The appointment status ('term' or 'casual') is dependent on the start date of the successful candidate.

Pay Grade: EC 13
Salary Range: $4,136.98 - $5,171.21 Bi-Weekly
