About Our Opportunity

We are seeking a Program Specialist to join our team. This is a key position within the Marine Renewable Energy and Clean Innovation Division responsible for providing support to the Department\'s efforts to develop clean energy resources, reduce Nova Scotia\'s greenhouse gas (GHG) emissions, create jobs, and transition to a low-carbon economy.

As the Program Specialist you will be responsible for administering the programs and services related to clean growth and marine renewable energy. As the Program Specialist, you will carry out activities necessary to effectively fulfill the legislative obligations of the Marine Renewable-energy Act and regulations and support the administration of the tidal energy licence and permit program. You will work collaboratively as a member of an integrated, multi-disciplinary team, other provincial partners, and external stakeholders. This position also provides substantive support in broader areas of research and development.

Primary Accountabilities

The primary focus of this position will be program development, delivery, administration, and evaluation of programs as well as policy analysis and research on marine renewable energy and clean innovation initiatives. The successful candidate will possess the following skills and experience:

  • Program administration, program coordination, and database management
  • Communication and presentation skills
  • Experience in outreach, relationship building, community development and public engagement
  • Skills in research, analysis and reporting to support programs or policies
  • May perform other related duties as assigned.
Daily work focuses on program delivery, communication with program participants, policy analysis and research including:
  • Database management for compliance tracking and program analysis
  • Communication with program participants including licence and permit holders
  • Policy analysis, program development and program coordination
  • Jurisdictional scans and research to support advancing marine renewable energy and clean innovation programs and policies.
Qualifications and Experience

To be successful in this role, you will have a bachelor\xe2\x80\x99s degree in a related field (such as Environmental Science, Social Sciences, Political Science, Economics, Business, etc.) and 3 years of related experience; or a or a Master of Resource and Environmental Management degree, or similar, along with 1 year of related work experience. Related experience can include program development and administration related to clean energy, marine renewables, renewable energy development, grant funding or similar fields.

As the successful candidate, you will demonstrate knowledge of national and provincial energy policy context and the province\xe2\x80\x99s clean energy strategies and funding programs. You will have strong skills in program management including program design and coordination, database and file management, and grant management. As the ideal candidate, you work with a high degree of independent judgement and initiative, with the ability to develop concepts and communicate effectively (written and verbally).

Relevant work experience in the environment, innovation, or natural resources areas (e.g., in policy, finance, and economic analysis) would be an asset.

Pay Grade: PR 13

Salary Range: $2,543.38 - $3,091.70 Bi-Weekly
