About Our Opportunity

Under the supervision of the Director of Youth initiatives, the Program Officer is responsible for the delivery of programs on behalf of The Department of Labour and Advanced Education. The Program Officer is responsible for managing contribution agreements throughout the entire agreement life cycle, working with businesses, other employer organizations and individuals to submit applications, develop agreements, disburse funding, monitor agreements and close out.

Primary Accountabilities

The Youth Employment Programs unit at the department of Labour, Skills and Immigration is looking for a strong team player with a commitment to great client service to join our dynamic team.

Our four employment programs (Graduate to Opportunity, Innovate to Opportunity, the Co-operative Education Incentive and the Student Summer Skills Incentive) strengthen Nova Scotia\xe2\x80\x99s economy by helping post-secondary students and graduates secure good jobs. Our work helps businesses thrive and young people to prepare for and land good jobs in their chosen careers.

In this role you will manage the full life cycle of funding agreements: everything from assessment to final financial calculation and payout; recommending approval or non-approval of program funding based on the relative merit of each application compared with other applications; interacting with business and not-for-profit clients; chasing information and ensuring the integrity of each agreement.

You will manage hundreds of agreements of varying complexity with overlapping milestones and deadlines.

Qualifications and Experience

Bachelor\xe2\x80\x99s degree and two years of related experience, or an acceptable equivalent combination of training and experience. Applicants relying on education and experience equivalencies must demonstrate such equivalencies in their application.

The ideal candidate will learn quickly, deal with multiple tasks and be very attentive to detail, and have experience reading, interpreting, and applying legislation, policy, or guidelines.

Files are managed in the province\xe2\x80\x99s online labour market information system (called LaMPSS), so proficiency in an online database environment is required. (i.e. LaMPSS, Amanada, SAP, RJSC, etc)

Flexibility, the ability to work very well with a team and to perform well in a high-pressure environment are also required.

An interest in youth employment and the Nova Scotia labour market is considered an asset.

We will assess the above qualifications and competencies using one or more of the following tools: written examination, standardized tests, interview(s), and reference checks.

Additional Information

This is a Term employment opportunity with an anticipated end date of March 28, 2025. The appointment status (\xe2\x80\x98term\xe2\x80\x99, \xe2\x80\x98temporary\xe2\x80\x99 or \xe2\x80\x98casual\xe2\x80\x99) is dependent on the start date of the successful candidate.

The position can be based out of an LSI office in Halifax, Dartmouth, Sydney, Truro, New Glasgow, Kentville, or Bridgewater.

Pay Grade: PR 06 - PR 10

Salary Range: $1,915.37 - $2,746.69 Bi-Weekly
