PURPOSE:

Reporting to the Procurement Manager, the Procurement Assistant will provide administrative and coordination support in the acquisition of goods, services, and contracts for Cowichan Tribes. This position supports the day-to-day procurement operations to ensure purchases are conducted in an efficient and cost-effective manner, in alignment with Cowichan Tribes' Procurement Policy and Financial Administration Law. The Procurement Assistant also assists with organizational purchasing accounts and the administration of acting authorities. This is a full-time, permanent position that works primarily in office with minimal local travel required.

COMPENSATION AND BENEFITS:

Cowichan Tribes offers an excellent benefit and pension plan available after successful completion of the probationary period. The position includes paid training, paid vacation and paid sick leave. Depending on experience, the position starts at $29.74-$31.54 per hour ($54,127.31- $57,394.72 annually).

RESPONSIBILITIES:



Assist with preparation and issuance of purchase orders in accordance with procurement thresholds and procedures

Ensure all procurement activities are properly documented and compliant with Cowichan Tribes' Procurement Policy, Financial Administration Law (FAL) and relevant public procurement standards including relevant trade agreements

Assist in preparing and processing solicitation documents such as requests for proposals (RFP), requests for quotes (RFQ), and requests for supplier qualifications (RFSQ)

Support Cowichan Tribes departments in obtaining quotes, documenting due diligence, and completing purchasing documentation

Maintain procurement records, contracts and assist with filing and documentation to ensure compliance and audit readiness

Assist in the development and maintenance of procurement templates, checklists, and forms

Provide administrative support with purchasing accounts (e.g., Staples, Amazon), including monitoring activity, updating user access, and providing reconciliation support

Assist with vendor communications and maintain current vendor records

Liaise with vendors and departments on order-related questions and documentation needs

Provide administrative support for evaluation processes, including setting up meetings, preparing scoring sheets and compiling results

Respond to internal inquiries regarding procurement procedures and status of requests

Perform procurement data entry and reporting using the financial management system

Prepare procurement-related reports, logs, and audit documentation

Assist with the administration of acting authorities, ensuring accurate records are kept and that changes are documented in a timely manner

Monitor contract deadlines and help track deliverables and renewal requirements

Support onboarding/off boarding of individuals with procurement responsibilities by coordinating account and access updates

Other related duties as required.

EDUCATION AND EXPERIENCE: (please attach all required documents)



Post-Secondary Diploma in Business Administration, Accounting, or a related field

3 years of recent experience in procurement, purchasing, or finance related field

A combination of relevant education and related experience may be considered

Experience working procurement, purchasing, finance or administrative roles within a public sector, Indigenous, or non-profit environment is preferred

Experience working for a First Nations organization is preferred

Valid Class 5 BC Driver's License and reliable transportation required

KNOWLEDGE, SKILLS, AND ABILITIES:



Knowledge of procurement and purchasing processes, procurement policies and ability to follow established procedures

Knowledge of public procurement requirements including competitive processes, documentation standards, and audit readiness

Proficient with Microsoft Office programs and comfortable using online purchasing platforms

Demonstrated ability to organize, prioritize, and complete work accurately and on time

Strong written and verbal communication skills

Demonstrated attention to detail and ability to handle confidential information with discretion

Ability to work collaboratively with departments and external vendors

Willingness to learn and contribute to continuous improvement in procurement practices

Knowledge of Cowichan language, culture, and teachings and/or willingness to learn
