BC Family Maintenance Agency (BCFMA) is a BC Crown agency which provides a free service available to families in British Columbia who are eligible to receive or pay family support. The BC Family Maintenance Agency is looking for an experienced Procedures Analyst to join our team in Kamloops.




The Procedures Analyst is responsible for assessing internal processes within BCFMA, and independently manages the creation, review, and revision of ongoing procedures. Direction will be set through changes in policy, the Executive Team, Directors, Managers, as well as at the analyst's own initiative based on operational needs. Consults staff and other stakeholders where necessary, identifying decision-making pathways, developing materials, and providing end user training. The position is part of a strategic approach to further BCFMA's strategic priorities, privacy mandate, and ensure a consistent and fair approach with clients.

ACCOUNTABILITIES



Conceptualizes, researches, writes, implements, and maintains procedural guides for the translation and application of the Agency's strategic priorities into viable and clear direction for BCFMA staff. Ensures procedural guides are compliant with the BCFMA quality framework, BCFMA policy, Agency objectives and mandate, and relevant legislation including the Family Maintenance Enforcement Act, Freedom of Information and Protection of Privacy Act, and Family Orders and Agreements Enforcement Assistance Act. Identifies and analyzes issues associated with program objectives, assesses competing and/or conflicting priorities, identifies risks and issues, and develops strategic procedural alternatives or changes to program operations or service delivery in accordance with the objectives and priorities of the Agency. Facilitates as directed, procedural review teams through meetings, committees or working groups with BCFMA staff and other stakeholders to examine issues, define priorities, identify efficiencies, and obtain feedback. Supports project or process implementation plans with end user training and establishment of project result metrics, tracking and reporting. Provides advice to managers and directors that reflect the Agency's vision, mission, principles, goals, and government direction while supporting corporate innovation and instilling best practices. Is a "change agent", introducing, operationalizing and implementing new or changed processes across multiple business and functional work areas, and is an expert at managing and mitigating resistance, issues, resolution, and conflict. Develops briefing notes, fact sheets, flow charts, and training materials as needed. Participates in cross-jurisdictional working groups to identify priorities, opportunities and makes recommendations regarding existing practices. Tracks and maintains written procedures on the Agency's intranet. Other duties as assigned.

JOB REQUIREMENTS



Education



Two-year college diploma or equivalent post-secondary education credits in a related subject. An equivalent combination of education and experience in place of formal educational credentials will be considered.

Experience



Three to 5 years of related experience would be an asset.

Preference may be given to candidates with the following:



Experience with technical writing, including the development and implementation of procedural documentation. Ability to investigate, analyze, evaluate, document, and recommend changes in organization. Knowledge in performance and/or project management theories, principles, models, and related systems/technologies (i.e. Lean Quality Principles, ISO 9001 or Total Quality Management). KNOWLEDGE, SKILLS AND ABILITIES



Experience managing projects and/or project components (e.g., developing proposals and analyses, developing plans and deliverables, making recommendations, assigning work). Experience communicating in a variety of formats and for a variety of audiences, including concisely writing a range of documents/content (e.g., standard operating procedures, briefing notes, reports, presentations, etc.). Ability to manage multiple tasks with changing priorities. Demonstrated ability to work well independently as well as within a team environment. Demonstrated ability to take ownership of tasks and follow-up with minimum supervision. Intermediate level experience in Microsoft Office, including Word, Powerpoint & Excel.

The starting salary for this position is $58,337 per year. This is a unionized position covered by the BCGEU / BCFMA collective agreement. An eligibility list may be established to fill future temporary and permanent vacancies.
