Job Description


The University of Prince Edward Island is seeking a Privacy Officer who works under the direction of the Chief Access to Information and Privacy Officer to administer requests for access to information, train others in privacy best practices, and ensure personal information is appropriately protected across university\'s operations. The purpose of the position is to enable the university to meet its commitments in the realms of privacy and access.

RESPONSIBILITIES:

The successful applicant, reporting to the Chief Access to Information and Privacy Officer will provide the following:

  • Leads and coordinates the University\'s response to access to information requests
  • Provide leadership in working with those responsible for records management, information security and information systems to coordinate activities and plans and achieve university-wide personal information management
  • Develops and leads the implementation of guidelines and protocols in relation to the management of personal information to support the activities and programs across campus
  • Manages the University\'s response to privacy incidents and complaints, dealing different types of breaches across the entire campus and leads mitigation and follow up efforts
  • Receives and evaluates access to information requests, works with applicants to better define requests, making recommendations to the appropriate university head and anticipates issues related to access and recommends effective solutions
  • Works with faculty/staff across the university to ensure they cooperate and comply with the requirements of the access to information search process
  • Communicates with the provincial Privacy Commissioner, and provincial and federal government agencies, in regard to review processes
  • Initiates, delivers and promotes training and educational activities to foster privacy awareness and good privacy practices
  • Reviews and provides advice across diverse areas of campus, in changing conditions, regarding on new or existing initiatives, and programs that collect, store, use, disclose or destroy personal information
  • Provides recommendations for privacy compliance and best practices, dealing with various types of data across diverse area of campus operations (healthcare, research repositories, cloud service providers, employee/student personal information)
  • Develops effective working relationships within the University to support the promotion and development of privacy awareness
  • Other duties as required
QUALIFICATIONS:
  • Bachelor\'s degree in a related field such as information management, public administration, health, social sciences, law, or post-secondary education with experience in a related field
  • A recognized professional privacy certificate (i.e. CIPP/C, CIPM) would be considered an asset
  • Experience applying provincial or federal access to information legislation a definite asset
  • Demonstrated knowledge of privacy best practices
  • Knowledge of laws, regulations, and rules regarding privacy in Canada
  • Demonstrated judgement, analysis and decision-making skills in dealing with highly sensitive and confidential matters
  • The position requires considerable organizational, analytical and problem-solving abilities and demonstrated superior attention to detail
  • The successful applicant honors commitments by tracking projects and meeting timelines
  • Proficiency in Microsoft Office (Word, Powerpoint) applications
  • Knowledge of or experience in health information or IT security are not required but would be an asset
