Cornwall Community Hospital (CCH) is an acute care hospital located in Cornwall, Ontario along the scenic St. Lawrence River. Summary of responsibilities
The Privacy & Insurance Support Specialist will assist CCH at all levels with compliance efforts regarding Ontario's Personal Health Information Protection Act, Freedom of Information and Protection of Privacy Act and their respective regulations and guidelines issued by Ontario's regulator: The Information and Privacy Commissioner of Ontario (The "IPC").
General Accountabilities:
Provides privacy advice and consultation for risk mitigation and best privacy practice across all areas of the hospital in support of CCH's organizational initiatives and commitments.
Coordinates the finalization of Privacy Impact Assessments when new initiatives are announced by CCH and assist staff to complete them when required.
Ensures compliance with physical, technical and administrative access and control over the release and disclosure of video surveillance when requested.
Maintains knowledge of privacy best practices as recommended by CCH and IPC.
Provides Privacy matter summaries and quarterly reports for Senior Leadership and presents and discusses at SLT meetings quarterly.
Assists in the maintenance and updating of CCH Privacy Policies through active participation in CCH Privacy and FOI Committee.
Assists in the reporting of statistics and breach reports to the IPC.
Interfaces with CCH IT privacy analysts to compile and analyzes electronic health record access logs when requested from CCH staff and members of the public.
Responds to privacy incidents and breaches as they occur to ensure CCH is compliant with legally required containment and remediation in accordance with policy, regulation and law.
Consults with the public, clinical informatics and health records for the implementation, maintenance and follow up of patient consent directives.
Assists and participates in strategic automation of privacy practices in conjunction with clinical informatics and IT where required.
Develops and implements policies and procedures to ensure compliance with the Act.
Provides education and advice to managers and directors regarding both access to information and protection of privacy of personal information (excluding PHI).
Handles freedom of information requests and present recommendations to the Privacy Officer regarding exclusions and exemptions.
Maintains directory of records and personal information banks and produce annual reports for the Information Privacy Commissioner.
Consults legal counsel as required.
Develops and implements policies and procedures related to records and information management.
Coordinate annual liability questionnaire
Coordinate auto insurance (maintain current drivers and their information,)
Acts as liaison with insurance in case of claim (building or auto, only)
Maintains records of claims
Coordinate the property/contents values annual update
Liaise with HIROC for all certificate requests (third party events, POI for employees seeking to renew licences, etc.)
Liaise with HIROC for general insurance questions.
Requirements of the job
Undergraduate degree in Administration or related field
Specialized training in Ontario's Freedom of Information and Protection of Privacy Act (FIPPA) and Personal Health Information Protection Act (PHIPA)
Computer literate with good working knowledge of Microsoft Word, Excel, PowerPoint and Outlook
Demonstrated ability to work diplomatically and persuasively to establish and maintain effective working relationships with various internal, and external stakeholders.
Demonstrated ability to manage numerous and diverse activities, organizing and prioritizing appropriately to meet demands and expectations
Demonstrated ability to analyze, problem solve and make recommendations for change and implement and evaluate
Excellent oral and written communication, drafting, and negotiation skills
Knowledge & understanding of Ontario's PHIPA and FIPPA legislation
General understanding of Insurance coverage
Multitasking skills, Priority setting skills, strong analytical skills
Team player, collaborative and able to work well with management and peers
Assets:
Paralegal designation
Functional proficiency in oral French
