Operations Readiness Manager

Purpose

Part of the Front End Studies Team identifying requirements for cost and schedule associated with taking facilities from construction to operations.

Responsibilities

• The development of an Operational Readiness plan covering all the elements
• The detailed structure and plan of the Operations group to production team level with responsibilities and authority over operational aspects, and the planned structure of external providers (consultants, contractors, etc.)
• Benchmarking of labour, supervision and administration workforce ratios against local country practices and international best practice
• Participation in Class of Facility, HAZOPs and design reviews.
• An HR Management Plan, including attraction, recruiting, induction, training and roles in commissioning, as well as conditions of employment, including labour agreements and localization policies
• A workforce plan and operating schedule, with benchmarked and clearly documented assumptions on productive and non-productive work time (planned leave, unplanned leave, training, etc.)
• A detailed forecast of transport and logistics requirements, both inputs and outputs, and a demonstrated method
• A quality assurance and quality control management plan
• A detailed overview of the planned Operating Cycles including interfaces between various units and processes, benchmarked against current local practice and international best practice
• An HSEC Management Plan for the operations
• A robust, detailed risk assessment for operational readiness and operations with action plans, and plans incorporated into the schedule and estimate as appropriate
• An Operational Readiness Execution Plan and Level 3 schedule for all OR work through to full production
• An Operational Readiness cost estimate with an expected estimate accuracy range of +/-15 to 30%

Qualifications

What you will bring

Technical and Industry Experience

• Minimum of 10 years of relevant experience
• Experience in commissioning systems and turnover to operations
• Familiar with staffing requirements for a functioning facility
• Working with the owner to plan requirements for systems turnover
• Working with the engineering project team to develop systems and commissioning costs and schedule
• Understanding of performance guarantees and execution

Education - Qualifications, Accreditation, Training

• Professional Engineer (PEng) status
• Relevant postgraduate qualifications in engineering; management, project management or supervisory qualifications or equivalent
