Setting a project up for success takes as much coordination and management as the construction process and we've identified a need to apply Project Management leadership to the Preconstruction process. The Preconstruction Manager is the quarterback for the entire preconstruction team and process such as Estimating, Conceptual and Process Design, Architectural Needs, and Estimate Engineering. The Preconstruction Manager is the person is also responsible for facilitating collaboration between Project Management and the Preconstruction team to ensure the project is constructable within the specified timelines and budget
The What - Technical Expectations
Preconstruction
-Serve as the face of Todd & Sargent for the project up until a contract is signed and then facilitate an effective transition to the Construction Project Manager.
-Think on your feet to help the client identify solutions that meet their production and budget needs.
-Be a great sounding board for the client regarding trends in the industry versus owner's objectives.
-Effectively facilitate conversations with clients to help them understand their project requirements versus value-added options and those cost considerations.
-Take ownership of client relationship; nurture and maintain the client relationship throughout the project life cycle and after commissioning to ensure satisfaction.
Ensure Realistic Scheduling & Constructability
-Review project schedules in collaboration with Project Management and Field Operations
-Prepare for, schedule, and lead internal estimate review meetings that include VP-Project Development, Project Management, Field Operations, CFO and President.
-Partner with Design Management, Engineering, and Project Management teams to identify and resolve any potential obstacles or issues.
-Support the development and enhancement of owner, subcontractor, and vendor relations.
-Support the Project Development, Design Management, and Construction team with pre construction expertise including value design, costs, project schedule, procurement, and project pursuits.

Rental Equipment
-Responsible for facilitating ideation for a conceptual design that meets the client's vision:
Define the project scope
Record and communicate any design changes or impacts (internally or externally)
Facilitate interaction between owner, designer, and project development to develop value engineering ideas
-Ensure all estimates are executed according to documented processes and procedures:
Quantity takeoff
Creation of conceptual estimates
Subcontractor lists/pre-qualifications
Ensure estimating follows company Requests for Proposals/Quotations
Estimating
-Ensure all estimating standards and procedures are followed (facilitate estimate peer reviews, use of bid forms, bid tabs, current labor and equipment rates, templates, etc.).
-Review detailed and accurate project cost estimates that consider risk factors and construction methods.
-Perform quantity take-offs, analysis, estimate, and studies for all assigned trades and building systems.
-Interpret all project requirements to determine the information needed to complete the estimate and proactively pursue that information from internal and external sources
-Responsible for the setup and completion of the project estimate.
-Ensure labor, material, and subcontractor amounts are checked and can be reasonably explained.
-Provide pricing for value engineering, alternates, options, and special studies as required.
-Manage distribution of design documents to subcontractors for budgeting and ensure sufficient subcontractor budgets are provided for all key trades.
-Review bid package descriptions to ensure alignment of costs and scopes of work.
-Demonstrate a general understanding of equipment and materials that is required to build T&S projects.
-Effectively collaborate with T&S Accounting on time and labor.
-Confirm cost history accuracy with Accounting, Field Operations, Superintendents, and any other project stakeholders.
Subcontracting
-Itemize trade specific scopes and prepare subcontractor Requests for Proposals/Quotations with Estimator.
-Develop subcontractor interest and manage the Requests for Proposals/Quotations process with Estimator.
-Qualify and compare subcontractors' proposals according to project specifics with Estimator
-Evaluate proposals for scope, schedule, and price, and identify scope gaps and overlaps for coordination with other trades.
-Ensure strict adherence to safety, Quality Assurance/Quality Control (QA/QC), ethics and compliance requirements.
-Negotiate and execute agreements with subcontractors.
Vendors & Suppliers
-Identify material and equipment needs and prepare vendor/supplier Requests for Proposals/Quotations.
-Develop vendor/supplier interest and manage the Requests for Proposals/Quotations process.
-Evaluate proposals for scope, schedule, and price, and identify scope gaps and overlaps for coordination with other trades.
-Negotiate and execute agreements with vendors/suppliers.
Design Development Coordination
-Kick off estimate: go over project scope and review the process flow diagram to ensure comprehensive understanding.
-Define and communicate expectations for the proposal package set.
-Collaborate with the Designer to establish spatial layout and equipment clearances.
-Coordinate architectural needs and code requirements with the Architectural Specialist.
-Interact with Designer to determine MEP requirements and work with Process Engineer to create utility one-lines and equipment lists.
-Provide information from outside engineering firms (Geotechnical, Survey, Civil Site, Rail/Roadways, Utilities, etc.) to the Design Development team.
Communication
-Set and communicate the vision for the Proposal Team; ensure everyone understands their expectations on the proposal team, their deadlines, priorities, and how to gather clarifying information.
-Set the tone that changes are communicated in a timely and clear manner to all parties that need to know.
-Facilitate hand-offs with Project Management so that it feels seamless to both the client and the Project Management team.
- Regularly check in with Project Team post contract to confirm that the facility is constructed to client expectations.

Education & Experience
Bachelor's degree in Construction Management, Engineering, Architecture, or related field,
or equivalent work experience
.
5+ years of experience
in industrial, design-build, or large commercial construction, with at least
2 years in a pre-construction, estimating, or project management role
.
Technical Knowledge
Strong understanding of
construction means, methods, and sequencing
, particularly in industrial or process-driven facilities.
Experience with
estimating, scheduling, and cost modeling
during the pre-construction phase.
Ability to review and interpret
design drawings, specifications, and technical submittals
