The Policy and Legislation Branch of the Department of Agriculture is looking to fill the Policy Specialist - Industry position. This branch develops policies and programs that enhance the competitiveness, sustainability and adaptability of the agriculture and agri-food sector in Manitoba to further economic development. Manitoba Agriculture works collaboratively with citizens, industry, governments and other stakeholders to enable the sustainable development and strengthen the resilience of Manitoba's agriculture and food processing industries. Conditions of Employment:


Must be legally entitled to work in Canada Must possess and maintain a Manitoba 5F Driver's License and access to a personal vehicle. Must be able to work overtime as required.

Qualifications:


Essential:




University degree in agriculture, economic development, business/commerce, public administration, or other related discipline, or an equivalent combination of education and experience related to economic development. Experience with economic development, industry development, market development, and familiarity with public policy issues facing Manitoba's agriculture and food processing sector. Demonstrated communication skills with the ability to present complex ideas and information clearly and concisely in written form on technical subjects in a manner supportive of conclusions and recommendations. Demonstrated leadership skills in working with internal and/or external colleagues, clients, stakeholders. Demonstrated analytical, statistical and problem solving skills with the ability to make decisions using sound judgement contributing to the development of new policies or programs. Ability to function as an effective team member, working within the unit and across the department acting as a consultant to subject matter experts on policy and program development. Knowledge of government and industry policies, practices and norms related to agriculture capacity development and growth. Demonstrated initiative to work independently, able to deliver on priority projects and meet tight deadlines.

Duties:


The Policy Specialist - Industry provides consultation, project leadership and advice to senior executives and department clients to support the implementation of innovative policy and program development strategies. Key duties include:


Develop and recommend economic performance and business competitiveness strategies and policy alternatives for government action. Generate timely and relevant information and analysis to support recommendations for policy adjustments and policy decisions related to growth opportunities in Manitoba. Manage and lead economic and market development projects related to building the economic growth capacity of the agriculture sector. Establish and maintain collaborative relationships with government, both federal and provincial, external stakeholders including community, industry, private business and associations. Consult with industry stakeholders, producer groups, associations, communities, businesses, government officials, internal management and staff to develop programs, policies or identify priorities for promoting and building communities, economic and workforce capacity. Represent Manitoba at federal, provincial or international meetings related to policy issues or economic opportunities including, but not limited to, trade, labour, FPT governance, environment and climate change, transportation, innovation, Indigenous engagement or public trust.
