Reporting to the Manager Policy & Planning Services in Municipal Licensing and Standards, the Policy and Planning Advisor will play a leadership role on a team of policy and research professionals, providing senior level strategic advice, managing issues, developing and analyzing policy options for consideration of the management team, and co-ordinating requests for research activities and projects to contribute to the continous improvement of inititiatives for the effectiveness and efficiency of the Division.

The Munipal Licensing and Standards (MLS) Division supports the City of Toronto by being a leader in the effective delievery of by-law administration and enforcement services, business licensing and permitting, and animal care services, and as such, contributing to the safety, vibrancy and maintenance of Toronto communities. The Division has led major bylaw reviews and introduced new regulatory regimes over the past several years, including Private Transportation Companies (Uber/Lyft), Short-term Rentals, RentSafeTO Apartment Building Standards, and many more.

Major Responsibilities:
  • Develops and implements detailed plans and recommends policies regarding program specific requirements.
  • Manages assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning.
  • Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
  • Ensures that the project expenditures are controlled and maintained within approved budget limitations.
  • Consults and provides strategic advice to the General Manager and Senior Management team regarding research, reports and corporate initiatives.
  • Drafts/develops presentations for the General Manager on corporate/cluster/divisional initiatives and/or other required topics.
  • Provides research and analysis on a wide range of municipal issues.
  • Develops options for policies, management practices, performance measures and recommends changes to support management functions and improve efficiency and effectiveness of service delivery.
  • Drafts reports for the General Manager on corporate and cluster/divisional issues, projects and related matters.
  • Deals with confidential and sensitive information affecting operations, assets and resources.
  • Analyzes the potential impact of proposed legislation and regulations and recommends changes to operational policies or procedures to comply with any changes in legal mandates.
  • Manages input into the City\'s Agenda Management System and attends strategic meetings to ensure the interests of Division(s) are represented in a coordinated fashion.
  • Reviews and analyzes Council and Committee agendas, reports, including in-camera and decisions identifying items for the Division Head that will impact on operations and initiates necessary action to respond to these items. Maintains records regarding outstanding reports.
  • Maintains a continuous and thorough knowledge of current corporate and other clusters issues and initiatives.
  • Participates on various Committees and Task Forces as a cluster/divisional representative.
  • Directly manages projects.
Key Qualifications: * Post-secondary education in public administration or a discipline pertinent to the job function or equivalent combination of education and experience.
  • Extensive experience in providing senior level strategic advice, policy/program development and evaluation.
  • Considerable experience in a large public sector organization, combined with in- depth knowledge of current corporate policies, issues and initiatives and a thorough understanding of the requirements and operations of Council.
  • Well-developed communication and interpersonal skills with an ability to build effective working relationships with a broad range of stakeholders throughout all levels of the organization.
  • Demonstrated research and analytical skills to support development of policy, procedures and best practices.
  • Highly developed human relations skills and the ability to handle matters of a confidential/sensitive nature as it relates to Council, other senior staff, management and unionized employees.
