  • Represent and support CNSC operations and at Commission tribunal proceedings on project or program matters (related to environmental assessments, to licensing, policies, etc), and develop required materials for internal operations and Commission tribunal proceedings regarding Indigenous engagement matters, or on Indigenous policy initiatives;
  • Review environmental and socio-economic assessments, traditional land use and Indigenous Knowledge reports, and various documents to inform consultation and engagement activities with Indigenous Nations and communities.
  • Support and lead consultation and engagement activities with Indigenous Nations and communities and collaborate with partners to achieve consensus and resolutions on issues and concerns.
  • Develop and maintain relationships and networks with Indigenous Nations and communities, officials in other federal and provincial departments and agencies, and in the private sector, to advise on emerging issues and to share presentations and best practices;
  • Prepare briefing notes, presentation materials, correspondence and written assessments of issues and reports from government and non-government sources;
  • Provide analysis and advice to CNSC management and staff on various technical, regulatory, policy and operational issues related to the CNSC's mandate.
Essential Qualifications:Education: Undergraduate degree from a recognized university, preferably in the field of public administration, political science, economics, environmental planning, engineering or applied science or a combination of education, experience and job knowledge.Language Requirements: English essentialExperience:
  • Drafting briefing notes, meeting summaries, reports, procedures, or process documents
  • Building and maintaining effective relationships within and outside the organization
  • Supporting projects with multiple stakeholders, from inception to implementation.
  • Preparing progress and finding reports, briefing notes, presentations and managing
communications at multiple levels.Knowledge of:
  • The updated guidelines for Federal Officials to Fulfill the Legal Duty to Consult and other key documents such as the United Nations Declaration on the Rights of Indigenous Peoples.
  • The legislation and regulations governing the activities of the CNSC and its regulatory practices (e.g., NSC Act, CEA 2012 Act, Impact Assessment Act, 2019, United Nations Declaration Act, 2021).
  • Key decisions of the Supreme Court of Canada and other bodies with respect to Indigenous and treaty rights and the Crown's legal duty to consult.
  • Policies, standards and guidelines applicable to Indigenous consultation and environmental assessment.

  • Undergraduate degree or higher relevant to the role
  • Experience consulting and engaging with Indigenous Nations on major project initiatives that could impact rights
  • Experience writing and/or working on Government of Canada policy initiatives relating to Indigenous issues
  • Experience using communications' principals, methods, and techniques including risk communication, to prepare and deliver effective presentations and briefings to targeted
  • Experience negotiating with Indigenous nations and key parties
  • Knowledge of Access to Information Act, Privacy and Data Protection Act, and other statutes, policies, standards and guidelines applicable to departments and agencies
Operational Needs:
  • All CNSC staff are subject to the Mobility Directive.
  • This position requires approximately monthly travel to various locations across Western or Northern Canada.
  • Overtime: Overtime may be required.
