As a member of the Regulatory Services team, reporting to Manger of Licensing and Regulatory Administration, this opportunity requires an individual whose responsibilities will include the following:




Researches, develops, implements and maintains policies and procedures linking legislative requirements with departmental strategies and operational demands and NLC's broader social responsibility mandate. Monitors and evaluates the implementation and effectiveness of policies and procedures and identifies opportunities for improvement based on performance data and stakeholder feedback. Develops and maintains documentation, such as applications, that supports the licencing process and integrates with NLC licensing data base and systems. Examines legislation and proposes enhancements informed by licensee engagement, community consultation and interagency collaboration. Communicates legislative matters to the licensee community to promote education, clarity and consistency across jurisdictions Liaises with other jurisdictions, Indigenous governments, law enforcement agencies (including the Royal Newfoundland Constabulary and Royal Canadian Mounted Police), and government departments to support coordinated enforcement, policy alignment, and public safety initiatives. Develops communication materials related to legislative updates, policy changes, and NLC initiatives for internal and external audiences Assists with requests pertaining to the Access to Information and Protection of Privacy Act (ATIPPA) ensuring compliance with legal and procedural standards. Contributes to department initiatives, such as licence renewals, public inquiries and education sessions for licensees, youth, and community groups, with a focus on responsible consumption and harm reduction




The ideal candidate will possess the following qualifications:




Graduation from University with a Degree in the field of Business Administration, Political Science or a related field 3-5 years' experience in policy analysis and drafting as it relates to Legislation and Operational procedures Advanced knowledge and skills in writing Communication Plans Proficient knowledge and skills in the use of various computer software, including Microsoft Office and Licensing Systems or regulatory database systems. Strong understanding of government policies, systems and processes as well as the quasi-judicial and judicial systems Knowledge of Corporate Governance best practices Familiarity with Access to Information and Protection of Privacy Act (ATIPPA) Demonstrated ability to work collaboratively with diverse stakeholders, including law enforcement, Indigenous communities, and public sector partners

Salary:CG 35: $65,520.00-$73,105.50
