In consideration of the vision, mission, values, and strategic priorities of Newfoundland and Labrador Health Services (NLHS), and in support of a learning health and social system, the NLHS Provincial Policy Office serves to provide a standardized approach and processes to the development, review, approval, implementation, document management, and archiving / rescinding of NLHS policies and policy resources. The Provincial Policy Office team endeavors to partner with all organizational portfolios to develop internal capacity and knowledge about applying a policy lens to identify policy enablers and inhibitors, that will standardize decision making and expected behaviours, and outline accountabilities and responsibilities, in an effort to transparently minimize risks, and improve quality for better health outcomes and employee experiences.Job Summary:Reporting to the Provincial Director of Planning and Policy, within the Quality and Learning Health Systems Portfolio, Policy Analysts are team members of the NLHS Provincial Policy Office and are accountable for policy advisory, analysis, planning, consultation, research, development, and evaluation. Policy Analysts monitor the legislative, regulatory environments to ensure compliance and congruence of policy direction with statutes, regulations, common law, standards, evidence-based practices, audit findings, and are responsible for creating, analyzing, and advising on policy development opportunities across various and diverse audiences, services, and competencies. Policy Analysts are also instrumental in reviewing and evaluating the impact of existing and new policy direction on achievement of the strategic priorities and goals of NLHS.Policy Analysts play an instrumental role in management of the NLHS Policy Development & Management Framework, provide leadership in the development of policy instruments and policy management across the organization. Policy Analysts align to NLHS strategy, mission, vision and values, engage and liaise with NLHS management, employees, physicians, patient and family experience advisors, ethics, legal, other internal and external partners. Externally they engage and liaison with partner organizations, including professional practice associations, regulatory bodies, government departments, and agencies, boards, commissions, health care facilities in other jurisdictions and content matter experts. Policy Analysts advise on aspects of
policy research, best practice and case law review, policy writing and formatting, policy revision, general policy analysis, implementation, and evaluation. Policy Analysts assist in the management of the Paradigm Policy Management System.
Policy Analysts demonstrate a commitment to safety and partner with all team members to improve worker and patient safety by integrating safety into work practices, identifying risks, and implementing improvements.Key Responsibilities" Assist the NLHS Provincial Policy Office to develop and maintain organizational policy and accountability structures that align with NLHS strategy, are evidence informed, audit compliant, and responsive to assessed organizational and applicable professional practice needs.
" Strong technical and business writing skills with the ability to offer actionable constructive feedback.
" Conduct internal and external stakeholder consultations, literature reviews and research on current best practices to support informed decision making and sound analysis.
" Use knowledge, research, operational best practices (quality assured and lean) and creativity to develop documents and policy writing resources that provide value, utility, risk management and accountability structures to inform decision making for end users and the organization.
" Implementation and change leadership to support organizational adoption of policy instruments, including activities related to communication and transfer of knowledge in accordance with a just culture including legal, regulatory, and ethical requirements.
" Review and evaluation of the effect and impact of policy instruments in achieving their desired outcomes and proposing new and revised policy direction consistent with intent, audience, evolving trends and regulatory requirements.Required qualifications:" Undergraduate degree in law, business, political relations, health related field or similar discipline, with current registration/licensure in the relevant professional association, if applicable. (A graduate degree in a relevant field of study is preferred)
" Considerable experience in policy, regulation, & legislative analysis and development. (Experience in a healthcare setting is preferred).
" Exceptional interpersonal, written, and verbal communication skills.
" Considerable and recent experience leading the development of briefing notes, case law review, literature and jurisdictional reviews and policy instruments/documents.
" Experience in effectively engaging others in the policy development, analysis, and evaluation process.
" Experience leading project, policy, planning or consultation initiatives.
" Experience researching, analyzing, and synthesizing legal and technical information.
" Demonstrated skills, behaviors, abilities, and knowledge as outlined in the five domains of the LEADS in a caring Environment Framework.
" Demonstrated ability to build strong working relationships with internal and external partners.
