MacEwan University is seeking a Policy Analyst for a full-time, continuing opportunity with the Office of the General Counsel. You will work closely with departments and faculties to explore policy options, develop clear, well-structured, and legally sound policy and procedure documents. This includes actively participating in stakeholder meetings, identifying key policy goals, and translating those goals into concise and cohesive draft documents that align with institutional priorities. You will also conduct environmental scans, jurisdictional research on emerging issues such as mental health, academic integrity, threat assessment, AI and support stakeholders in understanding policy implications and implementation challenges. The role will also contribute to strategic initiatives, which may include involving AI governance, institutional investigation frameworks, and threat and risk policy development.


Key responsibilities include:

Drafting and revising institutional policies and procedures in collaboration with client departments, using best practices in policy writing to ensure accuracy, actionability, and alignment with university governance practices; Conducting structured environmental scans and jurisdictional research to identify and evaluate promising practices and comparable approaches used by other institutions; Providing in-depth research, comparative analysis, and contextual background to support policy development and strategic planning, particularly in complex or emerging policy areas where a deeper understanding of institutional trends, risks, or sectoral practices is required; Coordinating and facilitating consultations with academic and administrative stakeholders across the university, ensuring that diverse perspectives are heard and meaningfully integrated into policy development; Tracking the status and progress of draft policies and procedures, monitors review cycles, and helps ensure timely updates in alignment with university frameworks and approval pathways; Providing administrative and technical support to the Investigations Coordinator, including managing and troubleshooting Excel-based tracking tools and maintaining data consistency across case files; Preparing internal briefing materials, charts, and visuals to support strategic updates, regular reporting cycles, and presentations to leadership; Supporting the development and revision of institutional frameworks related to investigations, risk, and student/staff safety by contributing background research and assisting in drafting clear, operationally grounded content for complex or sensitive policies and procedures; Supporting cross-functional strategic initiatives led by the General Counsel or OGC team members by assisting with the identification of potential impacts and implications of policy issues or initiatives; Supporting the General Counsel in the development and administration of emerging governance processes, including those related to artificial intelligence and institutional oversight of AI tools and practices; Assisting in drafting frameworks and summary reports for complex or sensitive investigations, ensuring alignment with institutional procedures and legal requirements; and Conducting jurisdictional research and contributes to the development of policies related to threat and risk assessment, with a focus on legally informed, evidence-based best practices.

SKILLS




You will have:

Exceptional writing, synthesis, and plain-language editing skills, with the ability to translate complex ideas into clear, well-structured policy and briefing documents; The ability to conduct structured research and comparative analysis across jurisdictions and institutions, including environmental scans and policy benchmarking; Familiarity with public sector or institutional governance processes, including policy lifecycles, approval pathways, and consultation requirements; Proficiency in Microsoft Excel, including formulas such as SUM, COUNT, IF, pivot tables, conditional formatting, sorting/filtering, and the creation of basic charts or dashboards to support data analysis and presentation; Knowledge of both qualitative and quantitative research methods, and the ability to apply them to assess trends, identify risks, and support policy or program evaluation; Strong interpersonal and stakeholder engagement skills, including the ability to facilitate consultations with diverse internal and external partners and synthesize input for policy development; The ability to work with diverse stakeholder groups across an institution including faculty, staff, students, administrators and facilitating consultation or engagement processes; The ability to support data-informed decision-making through spreadsheet-based tracking, analysis, and presentation through reporting, visualizations, trend summaries; and Sound judgment and high emotional intelligence, with the ability to remain neutral and respectful in sensitive or complex policy discussions. Familiarity with emerging developments in technology, including artificial intelligence, and the ability to consider their policy implications in an institutional context.

QUALIFICATIONS



A minimum of a bachelor's degree in political science, public policy, public administration, education, humanities, business, commerce, or social sciences. A minimum of 3 years of progressively responsible experience in a policy, governance, research, or public sector environment, preferably in a role involving policy development, stakeholder engagement, or strategic analysis. Experience conducting structured research and comparative analysis, with the ability to synthesize information into written reports, policy drafts, or briefing materials. An equivalent combination of education and experience may be considered.
