Position Overview
Responsible for providing support in the preparation of land-use and growth management studies including secondary plans; the undertaking of special studies; conducting research and analysis; the development, evaluation and interpretation of land use policies, urban design guidelines and procedures. Supports senior staff in the review, coordination, and implementation of Block Plan applications; report writing (including recommendations to Council); responds to inquiries and liaises with stakeholders providers where necessary. Assists in the organization of public meetings; and attends meetings for both general planning matter and specific applications to provide evidence when necessary. Makes presentations and receives input on planning initiatives and assists in the implementation of Council priorities.
Qualifications and Experience

  • University Degree (Bachelor or Masters) in Urban Planning or an Urban Planning related discipline recognized by OPPI and/or CPI.
  • Minimum of one (1) year full-time urban planning experience, preferably in a municipal environment.
  • Eligibility for, or membership in the Canadian Institute of Planners (CIP) and Ontario Professional Planners Institute (OPPI) and designated or working towards Registered Professional Planner (RPP) designation.
  • Ability to understand and interpret Ontario's Provincial/Regional legislative planning regime including the Planning Act, the Provincial Planning Statement, the Provincial Plans and Regional Official Plans; knowledge of processes prescribed under the Environmental Assessment Act and Municipal Act is also an asset.
  • Experience in report writing skills focusing on reporting, the preparation of correspondence, drafting of complex implementable policies and guidelines, suitable for adoption by Council or municipal authority.
  • Familiarity with Ontario Municipal Board processes and procedures, including working with legal counsel, attendance at hearings to provide professional evidence, the preparation of witness statements and participation in settlement negotiations and mediation processes.
  • Familiarity with project management principles. Experience working with external consultants on land use planning projects is preferred.
  • Excellent verbal communication and presentation skills. Demonstrated ability to communicate complex information to a variety of audiences and engage in the consultation process.
  • Computer literacy utilizing MS Office software applications. Experience in the use or application of GIS software and project management software is an asset.
  • A valid Ontario 'G' driver's license, in good standing with a reliable vehicle to utilize on City business, when required.
  • Ability to deal courteously and effectively with the public, staff, developers and elected officials.
