Job Description

Job Summary:




This dynamic position involves working with a close-knit team to research, analyze and develop concrete and viable options to address a variety of urban land development and planning projects. The Planner 1 will guide the design and facilitation of community engagement related to land, housing, and neighborhood planning. A firm understanding of Land Use Plan Amendments, Zoning and Development Permits is required. The successful candidate will also be knowledgeable of the instruments and planning tools used to bring planning ideas to tangible results.

Duties & Responsibilities:



Administer and implement the regulation of land development projects, processing and project managing a variety of development applications including complex rezoning and development permit applications. Assist in administering and implementing the TWN Land Code and related laws & Policies Research and analyze various types of qualitative and quantitative data, including financial proformas, land use, housing, market trends, the supply and demand for land, traffic, development standards, landscaping standards, surveys and other related activities. Collects a variety of statistical data and prepare reports and maps on topics such as census information, land use, and occupancy rates. Assist in the development of a variety of planning tools, including zoning, subdivision, development permits, and other regulatory regimes. Assist or lead the development and implementation of community-based planning activities and related initiatives. Apply for external funding, including developing work plans and budgets, executing the project, monitoring the budget and preparing report-backs to funder. Liaise with committees, developers, surveyors, civil engineers, community members, non-community members, and other departments and stakeholders. Participate in or lead technical processes involving developers, government representatives, surveyors, civil engineers, lawyers, and other professionals. Design inclusive community engagement process including planning events, facilitating meetings and workshops, developing surveys and other engagement tools for different audiences through a variety of communication medium. Prepare presentations, briefing notes, and reports, and facilitate meetings, consultations or workshops related to the land development and planning projects. Perform a variety of complex tasks related to land use and the implementation of development criteria. Knowledge of Pubic Private Partnerships an asset. Participate as a member of the Public Works Department team. Perform other duties as required.

Qualifications:



Bachelor's Degree in Urban & Community Planning, Land Management, or Public Policy or a related area of study from a recognized institution, or a relevant undergraduate degree. One (1) years of experience in one or more of the following: current and land use planning, law and policy development, and development approvals. Experience and proficient in using Planning Tools in the development approval processes including zoning, development permits, subdivision, and temporary land use Permits Knowledge of policy development, planning, and administration and procedures. Experience working with Indigenous communities is an asset. Valid BC Driver's License. Must be willing to participate in job-related workshops, training, seminars and conferences to upgrade skills and training as required. Previous experience working within a First Nation community is preferred. Must successfully pass a Criminal Record Check.

Supervisory Responsibilities:



Periodic oversight of contractors or casual staff.

Knowledge, Skills & Abilities:



Knowledge of Tsleil-Waututh Nation culture and traditional territory is an asset. Ability to collect, analyze and interpret data, read plans, and submit conclusions and recommendations in concise written and verbal reports. Ability to establish and maintain effective working relationships with internal and external contacts and to communicate tactfully and effectively, both verbally and in writing. Thorough working knowledge of Microsoft Office programs with a familiarity of social media, graphic design software, and GIS an asset. Creative problem-solving skills to gather relevant information to solve practical problems and address stakeholder inquiries and concerns. Must be able to maintain strict confidentiality. Knowledge and understanding of relevant provincial, federal and municipal jurisdiction and legislation, and familiarity with Indigenous Services Canada, the Indian Act, and the First Nations Land Management Act.

Highly sensitive legal, confidential and political issues and environment. Occasional meetings outside normal office hours.


Salary pay range: $77,036 - $105,926 - based on qualifications and experience.
