POSITION OVERVIEW

Responsible for the strategic direction of the Network Business Plan and the leadership of the Integrated Concept Plan. This includes the development of integrated network architecture plans using appropriate technologies for the economic and orderly installation, extension, rearrangement of the SaskTel core network. Also accountable for developing plans for special projects as required. Leads & coaches team members to accomplish workgroup objectives.

LEADERSHIP ACCOUNTABILITIES

People * Leads, directs and manages staff to ensure the effective use of HR resources. Maximizes performance by selecting (hire external or promote from within), developing, mentoring and sustaining a high level of expertise among staff. Organize and direct work including prioritizing assignments, establishing objectives, providing regular performance feedback, conducting year end performance appraisals and taking necessary corrective action as may be required. Assists in staff career planning, establishes development and succession plans and ensures relevant HR procedures and policies are followed (provisions of the collective agreement, performance appraisals, discipline, grievance, etc). Accountable for provisioning and managing contracted resources as may be required.

  • Accountable for promoting a productive and positive environment for staff that encourages innovation, teamwork, initiative and models corporate values. Motivates staff by assigning challenging work, planning and managing internal communications and awareness of corporate direction, mission, plans and activities.
  • Ensures all safety, health, environmental and code of conduct policies, programs and standards are understood and complied with at all times.
  • Proactively identify and action opportunities to increase customer satisfaction (internal and external customers).
Financial
  • Ensure sound financial control within area of responsibility by developing annual operating and capital budgets, monitoring performance to budget and taking action as appropriate. Develops, negotiates and implements contracts for acquisition of goods & services related to area of responsibility.
Innovation
  • Accountable to research, develop, define and implement innovative long and short term plans, policies and objectives. Provides expertise to senior management providing education, studies and consulting on opportunities that will impact business strategy. Ensures alignment and integration with the corporate strategic plan and develops plan and operational metrics, including approaches for demonstrating business value.
  • Accountable to proactively identify and action opportunities to improve revenue and growth initiatives, decrease costs, increase customer service levels and increase employee engagement.
  • Accountable to develop opportunities to spark innovation in technology or product service delivery or process improvements.
SPECIFIC ACCOUNTABILITIES

Leads review of Corporate planning information (e.g. Strategic Plans, policy programs, marketing directives, etc.) and network information (e.g. switch reports, bandwidth Forecasts, traffic forecasts, traffic capacity reports, etc.) to determine future corporate service offerings. Responsible to evaluate existing network elements to determine their suitability to cost effectively deliver the present and future corporate service offerings and network requirements. This includes operating expenses, obsolescence of existing technologies and service delivery issues.

Responsible for evaluation of new technology options to determine their suitability to cost effectively deliver future services and network requirements. This includes the timely migration to new technologies and the removal of older technologies. Technology evaluation is in conjunction with vendor presentations and Standards recommendations.

Responsible to develop, maintain, and deliver network architecture plans for network projects or initiatives. These integrated concept plans consider and address issues with the access network, switching (host non-host), trunking and data. The plans will include the proposed technology evolution based on the approved direction of the Strategic Plan, and will include all alternatives and options considered. After approval, the Network Planner communicates the technology timing and direction to Implementation/Capacity Planners, Concept Planners and Provisioners.

Coordinates team input into the development of network strategic plans by providing costing model information, services impact analysis
on our existing and proposed network. Also provides assistance and direction to other staff within the workgroup.

Initiates & coordinates input into the development of Capital and Operating Budgets and conducts economic studies and evaluations as required.

Responsible for completion of or participation in special projects as required by SP&D, other SaskTel departments, Aliance fora, and SaskTel International.

Trains & mentors planning team members, coaching with expert knowledge of technologies & network architecture evolution.

Maintain expert knowledge of current technologies & emerging industry trends, and their practical application to the SaskTel network.

QUALIFICATIONS
  • University Degree in Electrical/Electronics Engineering or Electronic Information Systems Engineering OR Technical Institute diploma in Electronics Engineering Technology with three years related experience.
  • Must be proficient in outside plant technologies and design. this includes fibre, copper, DSL and FTTX Design.
  • Knowledge and experience in various technologies including digital transmission/multiplex, data communications, switching, access technologies, frame and cell switching, LAN/WAN, networking, transmission and IP/Multimedia protocols and Network Management.
  • Strong ability to verbally convey information clearly, concisely and logically in order to consult, facilitate, lead people and provide feedback
  • Knowledge and experience in conducting and analyzing economic studies.
  • Good communications skills both written and verbal and the ability to influence and deal effectively with others.
