This is planning work at the professional level, within the Official Community Plan group of the Community Planning Division. An employee of this class applies specialized knowledge and social, economic and physical data to major policy planning projects involving complex problems and often politically sensitive issues. These projects may involve: the development, coordination and implementation of the Official Community Plan (OCP) and area plans for a designated area of the city; a number of integrated projects requiring in-depth research; and the development of recommendations for major policy changes. The work of this class is distinguished from that of Planner 1, in that more complex tasks of considerable scope and magnitude are performed. Supervision may be exercised over professional and non-professional subordinates. Assignments are received verbally or in general outline. Incumbents are expected to exercise considerable initiative and are permitted considerable independent judgement in developing, completing and administering programs and projects. Major technical or policy problems are discussed with a professional supervisor. Work is reviewed through conferences, primarily to determine the extent to which it contributes to the objectives of the Planning Department. Performs related work as required.

Qualifications include a Master's Degree in Planning or related discipline with considerable professional experience in urban or regional planning, or an equivalent combination of training and experience. Thorough knowledge of the principles, practices and objectives of urban and regional planning. Considerable knowledge of the theory and practices of a major discipline applicable to planning; in particular, experience with land use planning, social policy, or environmental policy would be an asset. Ability to express ideas effectively orally and in a written or graphic manner. Ability to establish and maintain effective working relationships with other employees, professionals and the public, and to transmit clearly the principles and requirements of sound planning and development. Membership or eligibility for membership in the Planning Institute of British Columbia or the Canadian Institute of Planners is required.
