Position Overview
We are looking for a temporary full-time Planner 1 to work as part of our Development Planning team. You will ensure the timely, effective, and consistent review of development applications and negotiate with applicants to ensure project conformity with the District's policy objectives and regulations. Typical development application types include OCP amendments, rezoning, Development Permits, subdivision, Heritage Revitalization Agreement, and Development Variance Permits, generally associated with developments with medium level of complexities. Policy and regulation development and review work is also part of the job responsibilities.
In this role you will:
• Provide early assessment and advice to potential applicants and make staff recommendations.
• Bring a solid familiarity with legislation applicable to development applications, sound professional judgement, city planning expertise, and be able to interpret consultant studies, prepare reports and bylaws, and attend Council meetings as required to present applications.
• Organize and attend other community and related meetings to provide advice, information, and to explain policies and procedures.
• Work collaboratively with internal and external contacts and groups to lead development projects to completion.
• Research, analyze, review and create policies, regulations, guidelines and procedures as necessary.
The successful applicant will have:
• A minimum 2 years of progressive experience processing a variety of development applications and preparing Council reports, zoning, other bylaws, and development permits.
• Considerable knowledge with legal mechanisms in development approval process under the Local Government Act, Land Title Act, and various applicable provincial and municipal statutes and bylaws.
• Sound knowledge of policy analysis and development techniques, and standard research methods and techniques, as well as current trends in municipal planning.
• A subject matter expertise in areas such as land use planning, urban design, housing or environmental sustainability considered an asset.
• The ability to establish and maintain effective working relationships with a variety of contacts and team members, manage project timelines, oversee the work of others, and exercise sound judgement on a variety of planning matters.
• Demonstrated interpersonal, conflict resolution and negotiation skills and the ability to think strategically.
Qualifications
University graduation in an appropriate discipline, plus a post graduate degree in Planning, supplemented by some professional planning experience, or an equivalent combination of training and experience. Membership or eligibility for membership in either the Planning Institute of British Columbia or Canadian Institute of Planners is required as well as a valid BC driver's license.

Salary: The pay range for this unionized position is $50.13 to 59.23 per hour (2024 rates)
Hours of Work: 35-hour work week
