The Plan Design Analyst will play a key role in ensuring the smooth and efficient execution of the plan design process at ASEBP. This role is responsible for maintaining operational stability, minimizing delays, and supporting the executive team members in the preparation, planning, and execution of the plan design cycle. They will collaborate with both internal and external stakeholders to provide the best possible recommendations and planning for our trustees.
Your Key Responsibilities
Plan Design Analysis
Attend strategy meetings with necessary partners to address environmental changes impacting the plan.
Reviewing and staying acquainted with competitor offerings, premium rate comparisons and plan changes.
Reviewing budget and premium implications to assess if new offerings can be introduced.
Chair plan design committee meetings and collaborate with internal stakeholders to ensure the right information and SME's are available for committee meetings and support.
Identifying required updates to plan text, developing plan language and admission policies for review with our legal partners.
Reviewing budget and premium implications to assess if new offerings can be introduced.
Conduct post implementation financial evaluations to assess the accuracy of plan design estimations and impacts.
Review plan usage statistics and solicit feedback from internal and external parties to prioritize plan design items for consideration.
Working with external parties to obtain market comparisons, cost forecasting, environmental scanning and risks.
Trustee Meeting Support
Preparing plan design proposals for consideration and assisting with the preparation and presentation of content to Trustees.
Work with the Governance team to ensure all needs and support for Trustees as it pertains to plan design are met.
Provide support and orientation for new Trustees in collaboration with Governance.
Subject Matter Expert for Internal Stakeholders
Conduct presentations on approved plan changes to internal depts upon request.
Prepare plan design questionnaires for Client Services employer engagement sessions.
Support all departments, fielding questions as a subject matter expert for both the group and MyRetiree plans.
Ensuring appropriate reporting is in place to help inform needs or problematic areas of the plan.
Plan Design Implementation
Work with third party operations to confirm capabilities and requirements for introducing plan changes and to ensure plan intent and adjudication structure is what is being experienced by members.
Collaborating with internal departments to operationalize plan changes.
Regular cadence with Benefit Assurance to discuss newly identified plan risks and potential solutions.
Work with project team to implement and oversee plan change, including annual review of product groups listings.
Review and validate plan design communication materials, obtain input from key SME's and share internal messaging prepared for front line staff.
Involved in developing communication updates, internal resources / tactics, marketing materials and strategies.
Responsible for overseeing the lifecycle of plan documents, including drafting, updating, and amending content, coordinating legal reviews, and ensuring compliance with organizational standards.
Your Education and Experience
Completion of a two to three year technical or community college certificate or diploma.
Five to less than ten years of experience in a relevant role or industry will be considered an asset.
A combination of education and experience may be considered.
Your Abilities
Strong understanding of benefit plan design, including plan design wording, and how it relates to member demographics and administration practices. Understanding of ASEBP's plans an asset.
Ability to collaborate with external stakeholders to collect insights on plan design practices, cost effective approaches, industry norms, areas of competition, environmental impacts, rate negotiations for new services, etc.
Exceptional communication and presentations skills required for drafting Trustee proposals and presenting findings in a compelling manner to an astute audience.
Ability to review plan usage trends to help forecast needs or changes to remain competitive and preserve plan sustainability and funding.
Proven experience assembling and leading project teams to support business implementations, adhering to strict timelines.
Intermediate experience with excel and other MS tools.
Ability to read reporting and present statistics in a user-friendly format that is easy to consume for both frontline and executive audiences.
