Street Haven is a dynamic women's multi-service agency that provides shelter, supportive housing, training supports, and addictions therapy to vulnerable women in Toronto. We were established in 1965 and serve 1500 individuals annually. We have seen an increasing complexity of mental health and addiction needs among our clients. Position Overview:
The People & Culture Manager at Street Haven provides strategic leadership and operational management of all HR functions while championing the organization's commitment to equity, diversity, and inclusion (EDI). This senior position plays a crucial role in developing and implementing people-focused strategies that support Street Haven's mission of serving Toronto's most vulnerable women. The P&C Manager will lead all aspects of talent management, employee relations, labor relations, and organizational development initiatives to build an inclusive, high-performing culture.
Key Duties & Responsibilities
Strategic HR Leadership
Develop and implement comprehensive HR strategies aligned with Street Haven's organizational goals and strategic plan
Serve as a trusted advisor to the Executive Director and leadership team on all people-related matters
Lead the development, implementation, and regular review of HR policies, procedures, and programs that reflect best practices and comply with all relevant legislation
Establish and monitor HR performance metrics to evaluate effectiveness of programs and ensure continuous improvement
Manage the HR department budget and resources effectively
Equity, Diversity & Inclusion Leadership
Lead the development, implementation, and evaluation of Street Haven's comprehensive EDI strategy and action plan in alignment with the organization's strategic priorities
Chair and provide guidance to the EDI Committee, coordinating cross-functional initiatives that foster an inclusive workplace culture
Design and deliver specialized EDI training programs for staff at all levels, including anti-racism, anti-oppression, and anti-Black racism frameworks
Develop metrics and reporting mechanisms to track EDI progress and outcomes, preparing regular reports for the leadership team and Board
Create and implement policies and practices that promote equity in recruitment, retention, advancement, and compensation
Partner with community organizations to enhance Street Haven's EDI initiatives and build relationships with diverse stakeholders
Ensure all organizational policies, communications, and programs are reviewed through an equity lens
Labor Relations Management
Oversee the administration and interpretation of the Collective Agreement, ensuring consistent and fair application
Lead collective bargaining processes, developing negotiation strategies and representing management in negotiations
Build positive relationships with union representatives to foster collaborative problem-solving
Manage grievance processes, including investigation, documentation, and resolution efforts
Provide expert guidance to managers on labor relations matters, including progressive discipline and performance management
Conduct regular compliance audits to ensure adherence to the Collective Agreement
Develop and deliver training for managers on effective labor relations practices
Talent Acquisition & Development
Oversee the full recruitment cycle from job analysis and description development to candidate selection and onboarding
Develop innovative recruitment strategies to attract diverse, qualified candidates
Design and implement comprehensive onboarding programs that effectively integrate new employees
Identify training and development needs across the organization and develop programs to address skill gaps
Create career development pathways and succession planning initiatives to retain top talent
Implement performance management systems that promote employee growth and accountability
Employee Relations & Engagement
Foster a positive organizational culture that promotes employee wellbeing, satisfaction, and retention
Design and implement employee engagement initiatives, including recognition programs, wellness activities, and team-building events
Manage the resolution of complex employee relations issues, including conducting investigations when necessary
Oversee the administration of compensation and benefits programs, ensuring competitiveness and internal equity
Lead organizational change management initiatives, providing guidance and support to minimize disruption
Conduct regular employee feedback mechanisms including surveys, focus groups, and exit interviews
Compliance & Risk Management
Ensure organizational compliance with employment legislation, health and safety regulations, and other relevant laws
Manage workplace investigations related to policy violations, harassment, or discrimination
Maintain accurate and confidential HR records and documentation
Lead health and safety initiatives, including policy development, training, and incident management
Develop and maintain business continuity plans related to staffing and organizational resilience
Qualifications & Requirements
Education & Experience
Bachelor's degree in Human Resources, Business Administration, or related field; Master's degree preferred
CHRP or CHRL designation preferred
Minimum 7+ years of progressive HR experience, including at least 3 years in a management role
Demonstrated experience in developing and implementing EDI strategies
Experience in labor relations, including collective bargaining and grievance management
Experience in the non-profit sector and/or organizations serving vulnerable populations preferred
Knowledge & Skills
Comprehensive knowledge of employment legislation, HR best practices, and current trends
Strong understanding of EDI principles and their practical application in organizational settings
Excellent knowledge of labor relations and collective bargaining processes
Advanced skills in conflict resolution, mediation, and negotiation
Strong analytical skills and ability to develop data-informed HR strategies
Excellent verbal and written communication skills
Demonstrated leadership abilities and change management expertise
Proficiency with HRIS systems and Microsoft Office suite
Where we work
This role is based in Downtown Toronto and requires working on-site 5 days a week, 40 hours weekly. Occasional evening work may be required. Some travel to other sites as needed.
