. As a member of the Payroll & Benefits team, the Payroll Lead is responsible for the accurate processing, remittance and reconciliation of payroll and related activities in compliance with multiple collective agreements, employer terms and conditions, statutory and legal requirements, and accounting standards. The Payroll Lead provides support and direction to the Payroll Associates, and is responsible for the day-to-day operations of the Payroll function.

Supervision:
Supervises the Payroll Associates by providing direction and guidance, monitoring training needs and performance, assisting Manager with performance appraisals, and ensuring staff is knowledgeable in all policies and procedures related to payroll, pension, and benefits.
Develops and maintains a training schedule so staff are able to perform tasks related to their assigned payroll area (B2, B3, and BW).
Provides input on associates' workload, breaks, and leaves, ensuring adequate coverage is provided to meet employees' needs.
Ensures staff are aware of and adhere to established BCIT policies and practices.
Payroll Operations:
Completes payroll processes accurately and on time, including updating payroll to the general ledger, processing retroactive payments, and ensuring direct deposit information is sent.
Enters information into payroll system and calculates pay for employees.
Analyzes payroll processing output for accuracy and completeness.
Completes and submits all necessary reporting for internal and external stakeholders.
Creates and maintains employee payroll files, including Board of Governor members. Ensures confidentiality and security of sensitive employee information.
Sets up garnishees, family maintenance enforcement plan orders, requirements to pay, court orders and monitors for accuracy; liaises with employees, the courts and other external agencies as necessary.
Monitors employees who meet criteria for mandatory pension plan enrolment.
Issues pension plan criteria and enrolment letters to employees and enters salary, service and deductions in system.
May be asked to participate in the recruitment, selection and training of new staff.
In the absence of the Payroll Accountant, ensures adequate coverage is provided to meet deadlines and respond to employee needs in a timely fashion.
Finance:
Prepares and posts journal vouchers as requested.
Assists Payroll Accountant and Manager, Payroll, Budget and Analysis in researching and resolving general ledger account discrepancies.
Systems and Processes:
Participates in the implementation of system changes as required and provides end-user access and training as needed.
Participates in the testing of system upgrades as required.
Ensures all payroll manuals are up-to-date and reviewed semi-annually.
Monitors work processes to identify deficiencies and potential improvements and works with Manager, Payroll, Budget and Analysis to develop and implement changes.
Miscellaneous:
Ensures that employee information is accurate and up-to-date to meet year-end reporting deadlines.
Verifies accuracy and completeness of human resources data input.
Communicates with employees, managers, and other departments including follow-up when payroll and/or benefits documentation or input is incomplete, inaccurate, or not in compliance.
Prepares off-cycle payroll payments including RRSP transfers. Calculates salary recoveries as required.
Runs and/or requests reports, as required (e.g., Cognos).
Acts as a resource for issues related to payroll, including responding to internal and external requests for information and resolving issues. Escalates issues to the Manager as appropriate.
Participates in Records Custodian training and remains current with record keeping practices, policies and procedures (both BCIT and FOIPOP).
Undertakes related duties as assigned, consistent with the job grade for this position.
Qualifications
QUALIFICATIONS

Education:
Completion of Grade 12, plus completion of the Canadian Payroll Association Payroll Compliance Practitioner (PCP) Program, and completion of at least one course from the Certified Payroll Manager (CPM) program.
Experience:
Two years of general experience plus up to four years of direct experience in business/accounting, including practical experience in a similar computerized payroll and/or benefits position.
Software/Computer Application(s) and Expertise:
Intermediate proficiency in Microsoft Office (Word and Excel); email and web-based systems.
Previous experience with enterprise resource planning (ERP) systems.
Communication/Interpersonal Skills:
Strong customer focus with demonstrated ability to deal effectively with all levels of staff.
Excellent interpersonal, communication, problem solving and relationship building skills.
Demonstrated ability to work independently and as part of a team.
Excellent mathematical and organizational skills with attention to detail.

Salary Range
Salary Grade 9: $66,284 - $71,964 per annum.
Additional Salary Information
External hires are initially placed at the minimum of the salary range with set progressions to the maximum as per the Collective Agreement. Salary prorated based on percentage and term of appointment.
