Payroll Coordinator

Primary Purpose: The university is seeking to hire experienced, customer-focused administrative staff to deliver high quality, administrative processing support and to contribute to an effective, service-oriented work environment. The purpose of this position is to coordinate the hourly and/or monthly payrolls and deliver customer service that supports the administrative needs of faculty, students and staff at the University of Saskatchewan.

Nature of Work: : Reporting to the Manager, Data Processing and Payroll Operations, this position provides support, guidance and coordination to the team responsible for the payroll activity at the university ensuring that all the transactions for the service, hourly and salaried payroll are completed timely and accurately. This position requires a detailed understanding of all the payroll system processes and configurations in order to problem solve system issues that arise. This position must have a working knowledge of the legislative, regulatory and collective agreement requirements for payroll and be able to incorporate them into the day to day operations of the payroll team, operations and processes. The work environment is characterized by high volumes, competing priorities and frequent deadlines. Tasks are varied and complex and often involve information that requires attention to detail, confidential handling and sensitivity. The position requires well developed organization and time management skills. Attention to detail is required as errors can be costly and difficult to correct.

Typical Duties or Accountabilities:

  • Coordinators the day to day payroll operations and ensure excellence in client service
  • Monitor processes for opportunities for improvements to ensure excellence in client service
  • Responsible to ensure all payroll transactions including the coordination, queries and reports management, direct deposit feeds, and other related processes to confirm the service, hourly and salaried pay runs are accurate and complete.
  • Responsible to ensure that payroll diagnostic reports are verified and required adjustments are applied on a timely basis to support the service, hourly and salaried pay runs for which they are responsible.
  • Responsible for the review, accuracy, submission, corrections and follow up regarding ROE transactions.
  • Responsible to be first point of contact for Service Canada, Records of Employment.
  • Provide guidance to payroll staff on routine and complex processes
  • Processes various types of complex salary and benefit adjustments
  • Ensures the required benefit, pension, and other loan (vacation, deferred salary, housing) deductions, including maternity leave benefit plan and other union specific benefits are processed correctly.
  • Confirms payments for various types of terminations, short-term disability, return to work arrangements, leave without pay, seasonal appointments, etc. and calculates the required deductions.
  • Ensures required documentation and approvals to process payroll information is collected, reviewed, authorized, and entered accurately into U of S Human Resource Information System.
  • Oversees the Payroll Specialists on entry and processing, to ensure accurately and timely completion for all types of payments, deductions (including those for statutory deductions, benefit deductions and leave plans, terminations, hires, leaves and returns) and salary and benefit journal vouchers.
  • Responsible for communication, tracking and collections of overpayments.
  • Ensure compliance with external regulatory and legal environments for staff payments and recommend process and procedural changes to ensure compliance
  • Liaise with colleagues and internal/external stakeholders to ensure seamless and efficient resolution and/or routing of outstanding payroll enquiries and associated administrative processing.
  • Assists with the training and continued development of the Payroll team.
  • Responds to transactional payroll enquiries by accessing and entering information through use of financial and/or human resources information systems, software applications and technical support tools (e.g. knowledge base, case management system).
  • Reduce risk by remaining current with and adhering to university policies, guidelines and processes, collective agreements and relevant legislation that may have an impact on the payroll functions.
  • Contribute to customer service and process improvement by providing technology and process feedback to colleagues and stakeholders to improve ConnectionPoint administrative services and operations.
  • As a local functional and systems expert, this position will perform hands-on processing in the production environment.
  • Resolving RBC direct deposit inquiries and corrections, responsible for the file creation, drop, reconciliation and escalations if required.
  • As a payroll subject matter expert, this position will work on projects and initiatives.
  • Perform other related responsibilities as required.
Education: Completion of a relevant post-secondary program with 3 to 5 years of payroll experience administering salary and benefit plans within a unionized and customer orientated workplace. National Payroll Association certification or actively pursuing certification is required. Accounting skills and knowledge of statutory payroll deductions is required.

Experience:
  • Experience working in a customer service oriented environment providing guidance, which could include leadership or supervision, to teams.
  • Possesses detailed understanding of human resource information systems, accounting practices, statutory payroll deductions, payroll administrative processes and practices with strong customer-service orientation, innovative problem-solving abilities, excellent communication skills and effective relationship-building capabilities.
  • Experience working in a diverse and inclusive environment.
  • Working knowledge of University of Saskatchewan collective agreements, policies and procedures.
  • Experienced working knowledge of payroll related legislation
Skills:
  • Proficient with computer information and processing systems University of Saskatchewan Human Resource Information System (People Soft), University of Saskatchewan Finance System (Banner), and software programs and applications (e.g. Microsoft Office).
  • Demonstrated experience working in case management systems will be considered an asset.

Salary: The salary range, based on 1.0 FTE, is $49,301.00 - 77,033.00 per annum. The starting salary will be commensurate with education and experience.
