Duties The Partnering, Engagement and Communications Officer will work with the External Relations team in the Southwestern Ontario Field Unit as part of the Parks Canada Agency. The Officer will lead partnering, engagement, communications and public relations strategies for protected area establishment processes within the Southwestern Ontario region. This position will be located in Windsor, Ontario.
  • Create and strengthen relationships with Indigenous communities, partners, media outlets, advocacy groups, and key stakeholders in southwestern Ontario.
  • Support events, and processes through the creation, planning, and launch of communications products and engagement programs.
  • Research and advise on communication theory and practice to continuously evaluate and improve public relations efforts.
  • Research, prepare, and advise on partnering projects and agreements.
  • Work closely with Indigenous partners, key stakeholders, external relations team members, and other levels of government, to coordinate and amplify engagement and communications efforts.
  • Coordinate and advise on ministerial level events in Southwestern Ontario.
  • Seek out unique opportunities to improve partnership and engagement for Parks Canada places in Southwestern Ontario.
  • Work collaboratively with Parks Canada colleagues at established sites, in other field units, and in national office.
APPLICANTS WILL BE SCREENED AGAINST THE FOLLOWING CRITERIA (Essential qualifications): Graduation with a degree from a recognized college or university with specialization in communications, marketing, social science, public relations, journalism or other discipline relevant to the position or an acceptable combination of education, training and experience. Bilingual Imperative (BBB)
  • Experience in supporting complex partner and key stakeholder relationships;
  • Experience providing strategic partnering, communications, and public relations advice to management;
  • Experience researching, developing, coordinating, and delivering communications, visitor experience, and/or partnering products;
  • Experience writing and editing internal and external products such as reports, news releases, media lines, speeches, agreements, briefing notes, and/or background material.
  • Experience preparing and responding to complex media inquiries and / or acting as spokesperson for an organization.
SHOULD YOU CLEARLY DEMONSTRATE THAT YOU MEET ALL OF THE ABOVE, YOU MAY BE INVITED TO THE NEXT STEP OF THE ASSESSMENT PROCESS. AT THAT TIME, YOU WILL BE RATED AGAINST THE FOLLOWING CRITERIA:
  • Knowledge of a broad spectrum of communication tools and techniques including planning and delivery;
  • Knowledge of evolving public relations issues in the Windsor-Essex region affecting external relations and engagement;
  • Knowledge of reconciliation initiatives and best practices in collaborating with Indigenous communities to build and support positive relationships.
  • Strong ability to communicate respectfully and effectively both orally and in writing;
  • Ability to analyze documents/reports/situations, assess the communications implications, and make recommendations;
  • Ability to manage conflicting priorities and to work under time-sensitive conditions;
  • Ability to plan and organize the logistics associated with special events, such as news conferences and press briefings;
  • Ability to interact with and coordinate with various levels of government and other organizations, including Indigenous organizations, non-government organizations, and private sector organizations in developing relationships.
  • An effective leader who exercises sound judgment, personally connects with people, understands nuances in the media landscape, strives for excellence, and leads and manages change.
Obtain and maintain Reliability Status security clearance.
  • Willingness to wear a Parks Canada uniform when required;
  • Willingness to work irregular hours, overtime, weekends and/or statutory holidays and provincial/territorial holidays, when required;
  • Willingness to work from various locations;
  • Willingness to travel, including overnight.

  • Experience planning and organizing special events such as ceremonies, news conferences, and/or political speaking engagements.
  • Experience in developing plans for and delivering on public consultation initiatives.
