Main Purpose and Function

Parking Enforcement Officers (PEO\xe2\x80\x99s) enforce on-street parking By-Laws and programs that promote safety, the free flow of traffic, access to and availability of parking for both the public and local businesses which contributes to our City\xe2\x80\x99s livability and vibrant economy.

The Parking Operations & Enforcement Branch is seeking auxiliary staff for pre-scheduled and on-call shifts (see below for requirements). The Parking Enforcement Branch operates 7 days per week, 363 days a year and is open from 6:00AM to midnight.

Specific Duties and Responsibilities

PEO\xe2\x80\x99s may enforce parking By-Laws and regulations on foot, by bicycle and/or by driving City vehicles in assigned patrols across all areas of the City.

Enforcement activities include: issuing parking tickets at meters, within residential and commercial areas; issuing municipal code tickets (such as lawn sprinkling, noise abatement and anti-idling); responding to parking complaints from the public, ensuring parking compliance in school, bus and other related parking zones, assisting in the identification and removal of abandoned or illegally parked vehicles, as well as arranging towing and impounding of vehicles for parking violations.

PEO\xe2\x80\x99s work independently and provide informative customer service to the public by answering questions regarding By-law tickets, parking policies, special events, providing directions and answering general inquiries, all in a professional manner. Public interaction may also include managing and resolving conflict situations. PEO\xe2\x80\x99s document ticket information for the City\xe2\x80\x99s Adjudication process on both a handheld device and computer terminal. Officer testimony in court may be a requirement.

Qualifications
Education and Experience:

  • Completion of Grade Twelve, supplemented by courses from BCIT and/or the Justice Institute that support regulatory or enforcement activity are considered an asset.
  • Experience in enforcement or providing customer service, working outdoors, or an equivalent combination of training and experience is essential.
Knowledge, Skills and Abilities:
  • Excellent oral communication skills are required to support the interpretation and explanation of bylaws and regulations, as well as to liaise with a variety of internal and external contacts
  • Fluency in English (verbal and written) is essential, other languages are an asset.
  • Ability to learn, interpret and appropriately apply City By-laws.
  • Demonstrated experience and ability working with the public with tact, diplomacy and firmness to confidently handle confrontational situations
  • Ability to investigate complaints, assess violations, determine remedial action and enforce bylaws with impartiality, sound judgment and discretion.
  • Attention to detail, investigative skills and ability to gather evidence is essential.
  • Ability to accurately and factually record and prepare detailed activity reports.
  • Ability to represent the City in adjudication and potentially court proceedings.
  • Strong computer skills with proficiency in MS Office
  • Computer literacy (minimum of 30 wpm typing speed) and ability to use handheld technology
  • Demonstrate strong administrative skills including excellent writing ability to prepare detailed activity reports
  • Ability to abide by safe working practices, department policies and procedures
  • Ability to confidently read maps and travel safely and efficiently to specific locations.
Driver\xe2\x80\x99s License and Record Checks:
  • A Police Information Check is a job requirement and must not have any criminal charges or convictions that would relate to your selection for this position.
  • A current and valid Class 5 BC Driver\xe2\x80\x99s License or higher with a safe driving record are required
  • The license must not include any restrictions that would affect the ability to legally and safely carry out job responsibilities.
To be considered for the position, applicants must attach copies of their Commercial Driving Records Abstract (N Print) and Insurance & Claims history record for the past 5 years for review. Documents should be dated within the past 30 days.

PEO Working Requirements:
  • Ability to work with a minimum of supervision whilst upholding the highest standards of professionalism required in this position of trust
  • Ability to work in all areas of Vancouver
  • Ability to work outdoors in all weather conditions (rain, heat, snow) and have the stamina to be mobile (walk) long distances (20 - 25 km/day) on a daily basis.
  • Ability to wear a uniform and maintain a professional appearance
  • Auxiliary status- Auxiliary employees are hired to provide relief for regular full-time employees, as such, the number of shifts/hours will vary and are not guaranteed
The Parking Enforcement Branch operates 7 days per week, 363 days a year and is open from 6:00AM to midnight. Currently, we require auxiliary staff to be available to work:
  • In High Demand Periods (Winter, Spring & Summer Vacation as defined by the Vancouver School Board): At least (5) days per week including Saturday, Sunday and at least (3) week days on shifts between the hours of 6:15AM and midnight
  • In Low Demand Periods: At least (3) days per week including Saturday, Sunday and at least (1) weekday on shifts between the hours of 6:15AM and midnight
  • Eight (8) Statutory Holidays within a year
On days that auxiliary PEO\xe2\x80\x99s are listed as available, but are not pre-scheduled to work, there is an opportunity to accept shifts via Parking Enforcement\xe2\x80\x99s call-out procedure. Please be aware there is no guarantee of a minimum number of hours of work offered as auxiliary employees work on an as needed basis.

Information Session

As part of our recruitment process, we will require you to attend a half day information session tentatively scheduled on Saturday July 22 which will include the following:
  • A Typing Test
  • Job Information
  • A Written Assessment and Screening Interview
  • An opportunity to Job Shadow with a PEO
Training
  • Successful candidates will be required to complete mandatory training which runs for a minimum of 6 weeks (but may go up to 8.5 weeks), anticipated for Sunday to Thursday with varying shifts
  • During the training period you must be available to work up to 36 hours per week.
The City\xe2\x80\x99s COVID-19 vaccination policy is currently suspended and as a result, vaccination against COVID-19 is not required at this time. However, should circumstances change and the City deem it necessary to re-introduce such policy, you may be required to provide proof of vaccination against COVID-19 in order to be eligible to continue performing your duties.
