Parking Agency Program Advisor

Job Description


The Parking Enforcement Service Advisor will be responsible to address public inquiries and complaints regarding parking enforcement policy and procedures, provide interpretation of the Traffic Bylaw 5590 and regulations to the public as well as other enforcement agencies, administrators and City council. This position will also coordinate and deliver classroom training for volunteers under the private property agency program, in addition to conducting site inspections, conducting parking investigations, responding to public parking complaints and issuing parking tickets.

  • Respond to various parking inquiries and requests from all levels of the City as well as the general public. This includes, but is not exclusively limited to:
  • 311 general inquiry line, municipal enforcement officers, Peace Officers
  • Various members of EPS, supervisors, the Branch Manager of Community
  • Standards Branch, the Director of Complaints & Investigations, Bylaw Ticket
  • Administration, Coordinator or Parking Enforcement Services (PES)
  • Councillors and their EAs and CRM service inquiries
  • Coordinate, facilitate and deliver training to internal enforcement agency stakeholders, such as the Edmonton Police Services, Community Peace Officers, Park Rangers and Transit Peace Officers
  • Draft Officer Information Requests (OIR) and forward them to the Coordinator for contract managers response when officer feedback is required to assess a complaint
  • Perform inspections on various private property sites within municipal boundaries to determine recommendations for sign placement including locations approved under the Agency Training program, city streets, city facilities and property, schools and school zones, community leagues and as private property locations outside the Agency training program.Train, certify, and recertify standards of Volunteer Officers and Private property administrators must do the course every 3 years, coordinated by the Agency
  • Review, research and evaluate legislation, policies and procedures
  • Provide Recommendations on changes and improvements to operational policies and procedures
  • Perform other duties as assigned
Qualifications
  • Completion of a recognized 2 year Diploma related to Police Studies, Security, Criminology, or a related diploma is required
  • A minimum 3 years of strong customer service experience is required
  • A minimum 2 years of diverse bylaw and/or law enforcement experience is required
  • Ability to interpret and apply Municipal Bylaws and Traffic regulations as it pertains to parking enforcement
  • Knowledge of investigative techniques, bylaws, enforcement powers and authority, court proceedings, and rules of evidence
  • Ability to exercise sound judgment, discretion, professionalism, and diplomacy in dealing with the public
  • Effective in-person conflict resolution and investigative skills; ability to deal effectively with sensitive issues on a continuous basis
  • Must be professional and respectful during confrontational and hostile situations
  • Excellent verbal and written communication skills, including public speaking, report writing, letter composition, stakeholder agency presentations, and court presentation
  • Strong training, presentation preparation, and program development skills
  • Organization skills with ability manage competing priorities, while focusing on program deliverables, benchmarks, safety considerations and community needs
  • Proficiency with Google applications, Microsoft Office and enforcement database systems
  • Valid current Standard First Aid, CPR and AED certificates are required
  • Hire is dependent upon a Police Information Check that is satisfactory to the City of Edmonton
  • Valid Alberta Class 5 driver\'s licence (or provincial equivalent)
  • Use of personal vehicle required. Must obtain business auto insurance for personal vehicle use on City business

Up to 1 permanent, full-time position

Hours of Work: 33.75 hours per week, Monday - Friday, evenings and weekends as required
The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance.
Salary: $37.448 - $46.962 (Hourly); $65,974.010 - $82,735.300 (Annually)
