Job Description

Job Summary:



The Employment Assistance Service Worker reports directly to the Okanagan Training & Development

Council Program Manager or designate. The EASW is responsible for all aspects of career development services including, needs determination, employment consultations, assessments, labor market research, and active case management with a team of professionals employed by OTDC.

Case management will consist of continuous follow-up with clients to review and/or revise the action plans, as well as conduct appropriate referrals to agencies, employers, and resources. The tracking of client interventions and progress will be done through regular updates on the Accountability and Resource Management System (referred to as ARMS) web-based client database system. The EASW will periodically deliver customized short-term employment-related workshops. The EASW is responsible for familiarizing, implementing and adhere to all requirements of the Service Level Agreement on the protection of personal information of clients.

Duties/Responsibilities:



Job Responsibilities and Work Performed



Conducts need determination through the application of a variety of individual and/or group assessments of client employability, educational, personal management and team skills. Conducts active case conferencing with a team of professionals and conduct referrals to appropriate agencies, services and resources. Conducts labor market research. Assists clients to develop self-directed action plans. Provides job maintenance coaching and tracks client progress on a regular basis using the ARMS web-based database system. Periodically conducts customized short-term career decision-making and job readiness workshops in the outreach employment service offices, as assigned. Facilitates career, employability skills, and education assessments, scoring and interpretation of results in a positive and supportive manner for individuals and groups of clients, guides clients through on-line assessment instruments and application of interactive employment and career development software packages in a computer lab setting. Has a working understanding of Essential Skills in the Workplace and its assessment tools and applications. Implements the development of Employment Resource information, job boards, and onsite job search in assigned outreach employment offices. Works with ARMS web-based database to manage client files from intake to employment. Adheres to the Service Level Agreement on the protection of personal information and data storage/sharing. Maintains hard copy files and the equivalent electronic client program (ARMS); and also maintains training files, according to the standardized forms OTDC has established for client documentation and file use. Develops and maintains, as required, an excellent working relationship with all First Nations organizations, ESDC - Employment and Social Development Canada (formerly HRSDC - Human Resources and Skills Development Canada), Ministry of Human Resources, employers, community service organizations, local schools, colleges and general public. Establishes and maintains appropriate and effective referral processes among all parties in the program and the service delivery chain. Liaises with Employment Assistance Services partners. Ensure resources are made available for clients by updating job boards and maintaining relevant resource material. Conducts employment workshops to include, but not be limited to, Career Decision-Making, Job Club, Resume/Interview Skills Development, etc., as required. Responsible for assisting with Blade Runner initiatives and other OTDC programs, as required. Guides and assists participants in the development of action plans and programs to meet individual academic, trade, and employment goals. Assists participants in the modification of attitudes and patterns of behavior, as necessary, by identifying and building on personal strengths. Develops and facilitates Employability/Life Skills leadership workshops to build self-esteem and confidence, communication skills, interpersonal skills, conflict resolution skills, and professional workplace behavior, as related to the development of a "job ready" individual. Research develops and creates materials for the delivery of workshops. Performs individual client/participant progress reviews and conducts annual self-evaluations with staff and/or supervisors.

Qualifications/Requirements:



Minimum Academic/Educational Requirements



Career Development Practitioner Certification (or in training to obtain)

Other Certification, Licenses, Designations and/or Training:



Have a valid Class 5 BC Driver's license, reliable transportation, and ability to travel between employment offices and/or within the OTDC Service Area, as required Guiding Circles, Facilitator training Motivational Interviewing Criminal Record Check.

Minimum Level of Experience:



1-3 years of experience in a similar role

Asset:



Knowledge and understanding of First Nations employment barriers, concerns, and issues. Ability to work well, individually or, as part of a dynamic team of professionals Proven ability to supervise and monitor participants' progress. Strong written and verbal communication skills Excellent Networking skills Conflict resolution, time management skills, and initiative. Willing and able to travel, as required. Ability to work well with groups.
