What can I expect to do in this role?

In this role, you will:
  • be responsible for the accounting and reporting of the loan, grant, bursary and scholarship programs offered under OSAP;
  • exercise financial oversight and control over the funding issued to service providers and educational institutions;
  • collaborate with other program areas in the development of budgets, proposals and business plans;
  • conduct detailed financial analysis of programs to support the decision-making process;
  • engage with stakeholder partners in the implementation and delivery of the ministry\'s mandate and initiatives;
  • review the effectiveness and efficiency of processes and identify opportunities for improvements and enhancements;
  • ensure compliance with the legislative requirements and established policies for OSAP;
  • respond to student and institutional inquires and issues relating to policies, funding and financial assistance;
  • be expected to work on multiple files with conflicting deadlines and deliver quality results.


How do I qualify?

Analytical, Research and Problem-Solving Skills:

  • You can prepare detailed and complex financial analysis to determine the impact of funding programs, business plans and policies for budgeting, forecasting, monitoring and decision-making purposes.
  • You have proven ability to review, research, assess and provide advice on financial and operational issues/ matters.
  • You can provide trend analysis, identify issues, conduct research and root-cause analysis, recommend and implement corrective actions to resolve issues, reduce risks and follow-up to ensure the processes are functioning per standards.
  • You have the ability to identify, evaluate and combine data from different sources to analyze qualitative and quantitative data and produce information to assist with the decision-making process.


Technical Knowledge:

You have knowledge and demonstrated experience in:
  • interpreting, implementing and applying financial management, accounting and reporting principles and concepts, General Accepted Accounting Principles and the standards issued by Public Sector Accounting Board (PSAB) to ensure accuracy, reliability and integrity of financial information
  • risk management framework to design, implement and monitor internal controls that are effective in mitigating risks to the program
  • audit principles to participate in, assist with, and prepare information/ materials for internal and external auditors for financial and operational audit and review engagements and implement the recommendations
  • reviewing and applying legislations, regulations and policies


Communication, Consultation and Interpersonal Skills:

  • You can interpret, explain and provide advice on processes, policies, legislation and regulations to a variety of stakeholders.
  • You can coordinate and collaborate with various stakeholders on initiatives, issues and inquiries.
  • You have the ability to exercise tact and diplomacy when responding to inquiries from students and other ministry partners.
  • You have strong written communication skills to prepare summaries, briefing notes and presentation material to support and form the basis for decision-making and planning.
  • You have strong verbal communication skills to explain complex analytical findings, deliver presentations, collaborate with stakeholders and represent the unit at various forums.


Computer Proficiency:

  • You have proficiency with financial systems and reporting software (e.g. Integrated Financial Information System (IFIS)), and word-processing, presentation, flowchart and business intelligence software.
  • You have advanced knowledge of and experience with, MS Excel and developing Excel based financial models and reports.
  • You have experience with creating business requirements to assist in the development/ modification of systems.


Organizational and Time Management Skills:

  • You can coordinate financial and administrative activities.
  • You can determine priorities, ensure deadlines are met and provide timely information/ response to stakeholders.
  • You can create, monitor and update procedures, manuals and guidelines.
