Major Responsibilities:

Reporting to Manager of Strategic Workforce Management, the Operations Support Officer will assist with centralized human resource and administration support functions for the Parks, Forestry & Recreation Division.
  • Liaises with Parks, Forestry & Recreation Operating & Business Branches and People & Equity to support the coordination of workforce management and development activities including; divisional onboarding and training, staffing transactions, facilitate hiring and scheduling activities, and administration of resources to support the Branches.
  • Implements detailed plans related to policies/procedures regarding program specific requirements.
  • Coordinates special projects and assignments, prepares briefing notes, status updates and reports.
  • Supports and participates on team projects, collects, maintains and analyzes data, researches information and prepares data reports. Deals with and has access to confidential human resources information and ensures confidentiality of such information.
  • Creates and maintains electronic and hardcopy files, spreadsheets, and databases ensuring records are maintained in accordance with Corporate and Divisional policies and retention periods.
  • Tracks and maintains statistical and workforce data, such as training and development, recruitment and labour relations activities, and project management, utilizing excel spreadsheets and databases and responds to related enquiries.
  • Provides support and information to meetings, complaint handling, labour relations and staff development initiatives and leads unit projects as needed.
  • Assists with the administration of the annual budget for the unit and ensures that the unit\'s expenditures are maintained within approved budget limitations.
  • Prepares and organizes Council and Committee materials including confidential and employment/labour relation matters, background, and briefing notes.
  • Co-ordinates the Divisional Training & Learning Committee meetings and liaises with branch training leads and unit\'s training coordinators to track and bring forward training items.
  • Effectively communicates changes in policies and procedures within the Branches and Division.
  • Supports the design, development and maintenance of the Divisional website related to policies and procedures.
  • Coordinates planning and sustainment activities for part-time scheduling process for Recreation Workers.
  • Liaises with other support functions as needed.
Key Qualifications:
  • Post-secondary education in Human Resources, Business Administration or a discipline pertinent to the job function and/or equivalent combination of education and experience.
  • Experience working in Human Resource functions, in one or more of the following areas (Workforce Planning, Learning, Recruitment, Labour Relations, Health & Safety) in a unionized environment.
  • Considerable experience with coordinating projects and large scale, multi-faceted process coordination.
  • Experience and proficiency in the use of Microsoft Suite applications (e.g. Word, Excel, Power Point, Access).
  • Experience with financial software (i.e. SAP or equivalent). Experience in the use of Kronos Workforce Central and SuccessFactors is considered an asset.
  • Experience in researching, developing/writing reports and correspondence for the consideration of senior management and Council.
  • Knowledge of Human Resources policies, guidelines, procedures, Collective Agreement obligations, and Employment legislation such as Employment Standards Act, Human Rights Code, and Occupational Health and Safety Act.
  • Excellent verbal and written communication skills with the ability to communicate and present clearly and effectively to a variety of audiences.
  • Excellent interpersonal skills with the ability to establish and maintain effective working relationships with all levels of staff and external contacts.
  • Excellent customer service and interpersonal skills.
  • Strong problem solving, multi-tasking & organizational skills with a strong ability to manage multiple priorities within tight time constraints.
  • Ability to use discretion and maintain confidentiality when handling sensitive information.
  • Ability to work independently and cooperatively with multi-disciplinary groups and others in a team environment.
  • Ability to work flexible hours and under time constrains to meet deadlines.
