The incumbent will be reporting to the EM Director, PDCT lead or designate, the Operations Manager will organize, coordinate and align services for Ukrainian arrivals and within the geography and will serve as a key liaison person for external partners, agencies, and government. The incumbent will be responsible to ensure operational plans are implemented, budgets are monitored and projections are prepared, submitted and implemented as required. The Operations Manager, through coordination and consultation with the EM Director or PDCT lead, will recommend and implement approved changes to the client service delivery model to ensure programs are client focused and of high quality. They will provide leadership, coordination and/or supervision and direction to their assigned Site Teams, Virtual Operations, Systems and other focal or SME leads at the FOT level to ensure a consistent and coherent direction and practices in the delivery of services and in accordance with the Service Delivery Framework, the CRCS Fundamental Principles and the Mission.

In this role, you will:

Responsibility 1 \xe2\x80\x93 Direct and Guide Overall Assigned Emergency Management Operation

  • Model, lead, support and provide guidance to the Field Operations Team (FOT) and Site Teams in maintaining strong and positive relationships with external stakeholders, ensuring high quality of client services, adherence to partner standards and protocols;
  • Perform needs assessment to identify immediate and evolving needs of the overall operations and make recommendation as appropriate;
  • Provide operation specific leadership, direction and coordination for the ongoing management of activities and address issues as they arise;
  • Provide operational direction and regular briefings to Site teams in partnership with PDCT designated leads to ensure consistency and coherence across the country
  • Lead coordination meetings;
  • To provide regular and timely operational reports as per Technical Standards inclusive of situation report, operational data, incident tracking and relevant statistics, as appropriate; Provide regular reports to our government partner
  • Encourage and coach on cross-functional coordination between direct services and enabling services in the CRC locations;
  • Assume overall location responsibility for incident management and the Health, Safety and Security of staff and volunteers, by ensuring relevant training, guidelines and procedures are in place (in collaboration with People Services, and as directed by OHS, Public Health) and abided by all personnel;
  • Lead monitoring of service delivery at the locations supporting affected populations, escalates identified and emergent risks as required;
  • Provide timely formal and informal performance feedback to direct reports if applicable;
  • Evaluate, brief and debrief site managers, technical managers, individuals and teams, as appropriate;
  • Provide regular status updates of team effectiveness and capacity to the EM Director or designate;
  • Develop and manage a service delivery plan;
  • Maintain oversight of performance to budget, prepare projections, monitoring reports as required.
Responsibility 2 \xe2\x80\x93 Client Service Delivery Structure
  • Monitor and ensure capacity, effectiveness and quality within Client Service delivery structure operation;
  • Ensure health, safety, security and safe work practices relevant to the operation are in place, monitored and continually assessed;
  • Meet regularly with the Site and FOT teams to gather information, evaluate and determine operational needs;
  • Implement and monitor service metrics that focus on effectiveness, timeliness and quality;
  • Ongoing workforce planning to ensure adequate people resources including the update of training plans as operations change and grow and scale down;
  • Make recommendations to enhance the programs ensuring implementation plans align with the over-all program plan;
  • In collaboration with MHPSS or assigned lead, identifies and implements a beneficiary accountability/ complaints mechanism to ensure rapid response and improvements in service delivery and outcomes.
Responsibility 3 \xe2\x80\x93 Communication and Representation
  • Establish and maintain regular communications with the relevant authorities and stakeholders;
  • To participate in and represent the CRC at coordination meetings, as well as liaise with relevant government authorities, and operating agencies as appropriate;
  • Represent or appoint appropriate representation of the CRC in coordination meetings, as appropriate;
  • Communicate regularly with the Provincial EM Director, PDCT lead or designate on all operational matters;
What we are looking for:
  • If driving for Society business, must maintain a valid driver\'s license and a satisfactory drivers\xe2\x80\x99 abstract.
  • Completion of a University Degree in Disaster Management, Emergency Management, Social Services or community Development and/or an equivalent experience
  • Minimum 4-6 years experience in a management position or equivalent;
  • Experience with the Red Cross and a leadership role in a minimum of one relief or recovery operation;
  • Experience in managing teams working in Epidemic or Pandemic operations is an asset
  • Experience in client facing work that includes emergency social services or case management is an asset
  • Understanding of Red Cross role in disaster response and recovery, an asset
  • Knowledge of Pandemic response operations, an asset
  • Knowledge of community resiliency and capacity building practices, an asset
  • Fluency in English is required.
  • Prioritization of responsibilities, give clear instructions and delegate, make informed decisions, able to problem solve, provide coaching and feedback to personnel, support team environment
  • Developing project charters, planning, scheduling, supply management, risk assessment, budgeting, change management, and project control

Working conditions :
  • The majority of the work is performed in an environment which is mostly clean and comfortable. Mobile (remote, home or office) worker arrangements will consider the tools, resources and environment required to be effective and productive
  • Ability to work non-traditional hours is required, including working weekends and evenings.
  • Regular travel, including overnight travel in Canada may be required.
