Operations Manager – Program Launch & Delivery

Job Description

Our client is launching a large-scale, province-wide program in Quebec and is seeking an experienced Senior Operations Manager to lead the program launch, operational build-out, and ongoing delivery.
In this role, you will build, lead, and continuously enhance QA/QC, operations, reporting, and invoicing functions, working in close partnership with the Program Director, a utility client, external contractors, and internal stakeholders. You will serve as one of the points of contact for the utility client on all matters related to QA/QC, reporting, and invoicing, while driving operational excellence, scalability, and program performance.
This is a senior leadership opportunity for someone who has successfully launched and scaled complex programs, built operational teams and processes from the ground up, and partnered effectively with external clients and vendors.
Key responsibilities
As Senior Operations Manager, you will:

  • Lead the program launch, including the design, implementation, and scaling of QA/QC, operations, reporting, and invoicing processes
  • Build, manage, and mentor cross-functional teams, including QA/QC analysts, operations staff, and external contractors
  • Partner closely with the Program Director to align operational execution with strategic objectives
  • Act as one of the utility client's point of contact for QA/QC, reporting, and invoicing matters
  • Design and implement standard operating procedures (SOPs) for reporting, invoicing, and contractor workflows
  • Apply process design and optimization expertise to scale operations across new regions, program streams, technologies, or customer segments
  • Collaborate with contractors and internal contractor management teams to resolve operational bottlenecks and minimize delays
  • Ensure contractor services meet contractual obligations, performance metrics, and quality standards
  • Oversee program budgets, forecasting, reporting, and invoicing to ensure financial accuracy and efficiency
  • Negotiate and manage vendor and contractor agreements, ensuring compliance and strong working relationships
  • Develop and execute strategies to expand program reach, impact, and long-term scalability
  • Lead a team of 4-6 direct reports and 30-45 indirect contractor resources, fostering a high-performance, accountable culture

Qualifications & experience
We are excited about candidates who bring:
  • 7+ years of experience in operations, program management, or service delivery roles, including program launch experience
  • 3-5+ years of people management experience, including leading managers, analysts, or contractor teams
  • Post-secondary education in business, operations, engineering, analytics, environmental studies, or a related field (education background is flexible)
  • Strong experience designing and managing QA/QC frameworks, reporting, forecasting, and invoicing operations
  • Advanced proficiency in Excel (macros, Power Query) and Power BI; experience with Salesforce or similar CRM systems
  • Experience working with external clients, utilities, government entities, or large enterprise partners (an asset)
  • Experience in energy efficiency, utilities, HVAC, or sustainability programs is a strong plus, but not required
