Kitchener Housing Inc. (KHI) provides safe, affordable housing and works with partners across the community to support tenants' stability and well-being. We are recruiting an Operations Manager to lead day-to-day building operations and long-term capital planning across our portfolio.
This role is well-suited to someone who understands both buildings and people: you can manage contractors and capital projects, and you are comfortable navigating landlord-tenant matters and working with social service partners.
Key responsibilities
Overall operations
Oversee day-to-day operations across KHI buildings.
Manage contracts and relationships with external property management and service providers, ensuring performance and value for money.
Develop and maintain preferred vendor lists and service agreements (maintenance, pest control, security, life-safety systems, etc.).
Capital planning and projects
Develop and maintain a multi-year capital plan aligned with building condition assessments, equipment life cycles, and available funding.
Lead major retrofit and renewal projects, including deep energy retrofits and accessibility improvements.
Coordinate building audits and inspections (fire, life safety, environmental, systems) and ensure follow-up on findings.
Landlord-tenant and compliance
Support property management staff on more complex landlord-tenant issues (access for maintenance, notices, enforcement of lease obligations).
Ensure compliance with the Residential Tenancies Act, property standards by-laws, building and fire codes.
Assist with preparation of documentation for Landlord and Tenant Board matters when required.
Policies, systems, and risk
Develop and update operations policies and procedures (access, emergencies, pest management, unit standards, contractor protocols, etc.).
Strengthen systems to track capital projects, inspections, warranties, service contracts, and work orders.
Identify operational risks and bring forward recommendations to address them.
Partnerships and tenant support
Build and maintain relationships with social service providers and community agencies that support KHI tenants.
Work with partners and internal staff to coordinate responses in more complex situations (e.g., health, safety, hoarding, behaviour that affects neighbours).
Qualifications
Relevant post-secondary education (property/housing management, building/engineering technology, business, public administration, or related field), or an equivalent combination of education and experience.
Several years of progressive experience in residential property or housing operations, ideally in non-profit, social, or municipal housing.
Experience with:
Managing contractors and service providers
Capital planning and/or retrofit or renewal projects
Landlord-tenant matters and the Residential Tenancies Act
Familiarity with building systems, building condition assessments, and capital budgeting.
Strong contract management, organizational, and problem-solving skills.
Ability to work collaboratively with tenants, colleagues, and external partners, including social service providers.
Assets
Experience in affordable, social, or supportive housing.
Knowledge of energy-efficiency and deep retrofit programs and funding.
Experience working with vulnerable or marginalized populations.
