JOB SUMMARY



The Public Works Learning and Development team is dedicated to fostering a culture of continuous learning and growth within PWD, ensuring that all employees have access to the knowledge, skills, and resources needed to perform their roles safely and effectively--while also empowering them to take ownership of their development journeys. Our goal is to accelerate individual growth and organizational impact by making learning accessible, meaningful, and sustainable.


The Operational Trainer is responsible for the design, development, facilitation, delivery, and evaluation of operational training and development programs within the Public Works Department (PWD). This role focuses on building internal skills and capacity by addressing the specific training and development needs of PWD service areas, ensuring programs are aligned with strategic goals, operational realities, and regulatory requirements. It leads the creation of customized learning content and facilitates sessions that support workforce development, succession planning, and the growth of future departmental leaders. Emphasis is placed on strengthening leadership competencies, enhancing team effectiveness, and embedding a culture of continuous learning across the department.

EDUCATION AND EXPERIENCE



Completion of a 4-year university degree/diploma in education, human resources, business administration or a related field that includes development and delivering courses.
Must have minimum 4 years of relevant experience in training, user experience (UX) design, or course development.

CERTIFICATIONS AND LICENCES


Certificate in Adult Education or related training & development, coaching/mentoring program is desirable

KNOWLEDGE


Strong understanding of user design/UX principles such as usability, accessibility, aesthetics, information architecture, and user research Proficiency in eLearning, instructor-led, and blended training methodologies. Familiarity with Learning Management Systems (LMS). Experience working in a government or regulatory environment. Business analysis practices, techniques and report writing Techniques for program design, development, implementation and evaluation Research, surveying, data collection and analyses methodologies

Knowledge of applicable health and safety legislation, including the rights and duties of workers
