Job Summary

Under supervision of the Recreation Services Manager, this position plans and facilitates the effective use of district, multi-district and special use parks by organizations and the public. It also administers designated service contracts and facility lease agreements.

Duties & Responsibilities

Represents the Department at the neighbourhood, suburban, and citywide levels to ensure sport field program requirements are met and managed in accordance with safety standards and user group needs. Negotiates, monitors and oversees assigned agreements, concession contracts and usage of open park space in accordance with Department guidelines, corporate policy and legislative requirements. Provides a program plan, in consultation with stakeholders and through the public input process, that includes program objectives, program structure (e.g. specifications, location, availability, promotion) and maintenance of resource requirements to support the delivery of recreation programs and services by volunteer groups and external agencies. Assists with preparing responses to inquiries from City Council related to park use and park allocation policies and procedures. Recommends sport field and park space development based on an analysis of usage patterns, projected participation levels and program trends. Acts as a liaison with customer service staff to coordinate the application of the park and sport field allocation policy and procedure. Assists with the implementation and ongoing application of the Crime Prevention Through Environmental Design (CPTED) model. Assists with preparing and monitoring the operation budget and administers the Park Enhancement Grant Program. Performs other related duties as assigned.

Qualifications

Education, Training and Experience Requirements

Degree in kinesiology, majoring in leisure and sport management. Six years' progressive experience working in the administration of sport, culture, and/or recreation programs, including two years' experience in sport programming.

Knowledge, Abilities and Skills

Considerable knowledge of technical standards for sport field facilities. Knowledge of the theory and practice of planned leisure activities, organizational and volunteer development and their application to personal and community development. Knowledge of public participation processes, group facilitation, and group dynamics. Knowledge of current literature, standards, trends and evaluation principles and methods applicable to program planning, sport fields, and park and open space design. Knowledge and understanding of pertinent City park and open space policies, procedures and bylaws. Demonstrated ability to develop and facilitate processes and partnerships for the delivery of leisure programs. Ability to prepare short- and long-term plans for sport field facilities and special-use park program. Ability to express ideas and concepts effectively orally and in writing to a variety of audiences, including formal presentations, composing reports, conducting public consultation, and developing resource material. Ability to negotiate mutually beneficial agreements and to manage change through decision-making, problem- solving, and consensus-building. Ability to research, analyze, and summarize reliable information to determine action required. Ability to apply CPTED principles, standards and practices in the design of sport fields, park space and facilities. Demonstrated skill in planning, scheduling, budgeting, management reporting and time management. Skill in the use of a computer with word-processing, database, spreadsheet, and presentation software.

Additional Requirements

Shift work and weekend work may be required.

$78,705.84 to $86,773.68 CAD

per annum
