Must Haves:

Description

Responsibilities:
  • Provides subject matter expertise and hands-on engagement for all relevant systems including identifying and creating technical solutions design, development, and deployment for specified technology.
  • Responsible for the complete end-to-end development of applications and database in both traditional and cloud deployments.
  • Creates functional and technical designs for customization, extensions and configurations as may be required to implement modules, workflows and rules.
  • Refine and clarify designs during software development and implementation.
  • Code and unit test code, provide subject matter expertise in supporting System Integration Testing and Use Acceptance Testing.
  • Support deployment in production.
  • Conduct Root Cause Analysis of production issues.
  • Create all functional and technical design documents
General Skills:
  • Experience with specified technology and version
  • Experience in creating and documenting the technical design, development and delivery of specified technology solutions including: reports, interfaces, conversions, extensions and customizations for High Availability environments.
  • Demonstrated experience in the creation and update of technical design specifications to satisfy project requirements
  • Experienced in providing estimations of project delivery based on business requirements
  • Experience designing, developing and testing data conversion programs and processes to ensure accurate data migrations
  • Experience and knowledge of specified technology enterprise architecture methodologies and tools
  • Experience developing or customizing reports, interfaces, customizations, application extensions, workflows and procedures

  • Experienced in developing JEE solutions, including JEE design patterns Proficient in analyzing and designing changes to existing software solutions
  • Complete knowledge of SDLC methodologies e.g. Agile development Proficient in RDBMS design concepts
Desirable Skills:
  • Experience creating Unix scripts, and using Version Control Tools (PVCS)
  • Experience in using Rational tools for software development
  • Proven experience in facilitating discussions, negotiations, conflict resolution
  • Strong communicating skills in effectively communicating with client, management and team, making presentation and reporting outcomes
  • Experience in designing and developing Web Services Experienced in AIX, UML and XML
  • Experienced in design, develop, test, optimize and support complex stored procedures, functions, triggers and other database objects with ability to solve complex production issues
Disability Management Information System Project
  • The objective of Disability Management Information System (DMIS) Replacement Project is to replace the current Abilities Information Management System (AIMS) with a modern, cloud-based Software as a Service (SaaS) solution (the \xe2\x80\x9cSolution\xe2\x80\x9d).
  • The current solution (AIMS) is used by Ontario Shared Services (OSS) and the Ontario Provincial Police (OPP) to report health and safety incidents and to manage occupational and non-occupational illness and injury cases including Workplace Safety and Insurance Board (WSIB) claims and associated financial transactions.
  • The Data Migration Lead will work as part of a core project team comprised of Government Services I&IT Cluster (GSIC), Centre for Employee Health Safety and Wellness (CEHSW), Ontario Shared Services and the OPP to achieve the deliverables of the DMIS Project.
Responsibilities
  • Responsible for developing and implementing the data migration strategy including project deliverables for completeness, quality, and compliance with established project standards
  • Work with the Ministry and vendor team(s) to develop core data migration deliverables and requirements, data mapping and transformation rules
  • Design and implement a data migration audit process to ensure data integrity and ability to mitigate/remediate data quality issues
  • Manage the data migration deliverables throughout development to ensure quality and traceability to requirements.
  • Manage assigned risks and monitor potential impacts, including escalation as part of the data migration plan
  • Support the Ministry and vendor test teams with the creation of test data
  • Ensure test data conforms to data security requirements
  • Perform data migration audit, reconciliation, and exception reporting for static and transactional data
  • Ensure privacy and security access controls are followed for sensitive personal data in accordance with OPS standards and guidelines
  • Ensure security in reporting and data warehousing.
  • Provide guidance to the project team and transferring knowledge and skills to these team members
Skills and Competencies

The Data Migration Lead will be expected to hit the ground running and will use their expertise and attention to detail to help the project achieve a robust and comprehensive data migration approach.

Experience and Skill Set Requirements

Leadership Attributes: (50%)
  • Proven experience as Data Migration Lead in data migration planning and execution from a legacy platform to modern tech platform.
  • Knowledge and experience in successfully setting priorities and delivering quality results on time and on budget.
  • Ability to lead and determine suitable data migration performance measures.
Technical Competency: (40%)
  • Experience in data migration staging, ETL process and tools.
  • Experience with analyzing data in source systems, including flat files, to identify data cleanliness issues (e.g. missing values, duplicate meanings, and invalid data) and developing feedback processes to get corrupt data fixed in the source systems.
  • Demonstrated experience in designing data models and design artefacts, data architecture and mapping.
  • Experience with developing automation extraction, cleansing and load scripts.
  • Experience in SaaS Cloud-based technologies.
  • Experience and expertise with COBOL (Micro Focus (RM) COBOL Version 12.10.00 (2015-05), JavaScript, SQL, scripting routines.
  • Strong understanding of security and privacy best practices.
  • Asset if experience migrating from a legacy, On-prem non-relational DB environment to a modern SaaS platform
Stakeholder Needs: (10%)
  • Proven ability to communicate effectively and anticipating stakeholder needs and expectations across a multi-sector environment.
  • Proven analytical abilities with the ability to propose and contribute to improvement strategies within legislative and policy parameters.
Note:

This position is currently listed as "Hybrid"; however, the consultant will be remote due to COVID-19 related Work from Home (WFH) direction. Once the I&IT cluster staff are required to return to the office, the resource under this request will be required to work onsite as well.
