Job Description


Under the general supervision of the Coordinator of Field Operations, in strict accordance with by-laws and established procedures, utilizing conflict resolution, customer service skills, problem solving, critical & independent thinking and by-law interpretative skills; the By-law Enforcement Officer performs by-law inspections, educational, and regulatory work related to specifically but not limited to Neighbourhood Livability and Vacant building bylaw. This position promotes and maintains compliance with municipal by-laws such as: the Neighbourhood Liveability by-law; Vacant Buildings by-law; the Community Safety Business Licensing; the Graffiti Control by-law; and other community standard by-laws which address property standards and neighbourhood conditions, community protection, and safety issues As the By-law Enforcement Officer you will:

  • Conduct inspections to verify and satisfy appropriate legislative and regulatory compliance.
  • Inspect or conduct detailed investigation of alleged municipal by-law violations and determines compliance, determines the validity of violation complaints, issues verbal or written warnings, issues common offence notices and/or recommends/issues remedy orders.
  • Conduct patrol assignments to observe, collect and record evidence.
  • Prepare reports, correspondence, and prosecution data on inspections carried out and makes court appearances, as required.
  • Issue licenses and conduct licensing inspections.
  • Educate residents and customers and property owners on divisional processes and the requirement of the by-laws.
  • Liaise with other City Department representatives and outside agencies to resolve enforcement issues as required.
  • Prepare, maintains and updates all electronic and hard copy records and documents in accordance with Division policy.
  • Process all required documentation and follows procedures as required by law.
  • Provide basic orientation and training for co-workers in procedures and processes as required.
  • Complete additional training and technical updating of skills as required
Your education and qualifications include:
  • Grade 12 and completion of a post secondary certificate in a by-law enforcement related program along with a minimum of two years related experience; or an equivalent combination of training, education and experience in a justice related field, conflict resolution, customer service or related discipline.
  • Ability to acquire working knowledge of the Amanda data system within 3 months.
  • Demonstrated ability to objectively conduct effective investigations, collect usable evidence, take statements from citizens for use in court and make meaningful observations and present findings.
  • Demonstrated analytical, problem solving and organizational skills. (I.e. gathering relevant information, checking facts and data, interpreting information, identifying problems and generating workable solutions).
  • Demonstrated general knowledge of by-laws, regulations, policies and procedures relevant to the position.
  • Knowledge of special constable and by-law enforcement officer powers and authority.
  • Demonstrated ability to communicate clearly and concisely in written and oral format.
  • Demonstrated ability to establish and maintain respectful working relationships with staff, other agencies and a diverse community e.g. handle and resolve confrontational situations.
  • Demonstrated file management and organization skills and the ability to take detailed and accurate records.
  • Demonstrated ability in operating Microsoft Office applications \xe2\x80\x93 Word and Outlook would be considered an asset.
  • Demonstrated ability to type accurately at 20 w.p.m. net.
  • Knowledge of court procedures and the ability to testify in a court of law.
  • Ability to maintain professional standards, follow directions from a supervisor, respect policies and procedures, project values compatible with the organization and show commitment to the organization and task completion.
  • Ability to interpret by-laws and convey this information to others associated with the work.
  • Ability to make independent decisions and take responsibility for one\xe2\x80\x99s own actions.
  • Ability to work in a team setting or independently with minimal supervision.
  • Ability to successfully complete additional training as required by the Division.
  • Willingness and ability to wear and care for a uniform and safety equipment as determined necessary by the Division.
  • Knowledge in building or structural design and construction would be considered an asset.
Conditions of employment:
  • Valid Manitoba Class 5 Driver\xe2\x80\x99s License and the ability to use a personal vehicle for work.
  • Ability to pass a Criminal Record Review and qualify for appointment as a Special Constable while employed in this position.
  • Provide CSA approved steel toed boots.

  • Must be physically capable of performing the duties of the position, which include walking/standing for long periods time, and lifting weights up to 40 lbs.
