JOB PURPOSE:

Horizon Health Network (Horizon) is actively recruiting a Regional Director of Medical Device Reprocessing to join our team in New Brunswick.

Medical Device Reprocessing Departments play a vital role in providing support to surgical programs and other clinical settings within Horizon. This support is primarily through reprocessing of reusable medical devices, a term used to describe the critical function that is performed to decontaminate, wash, assemble, repackage and sterilize reusable medical devices used in clinical settings including operating rooms, interventional cardiology suites, clinics, medical and surgical wards, labour and delivery suites, endoscopy suites and medical imaging departments.

QUALIFICATIONS:

You possess the following qualifications:

  • Baccalaureate degree related to healthcare or business/management and five years\xe2\x80\x99 progressive management experience, preferably in healthcare, or an equivalent combination of education and 10 years\xe2\x80\x99 progressive management experience, preferably in healthcare
  • Certification through CSA or IAHCSMM or willingness/plan to obtain
  • Post-secondary education and/or training in Infection Prevention & Control or Medical Device Reprocessing an asset
  • Master\xe2\x80\x99s degree an asset
  • Formal quality management education an asset
  • Good work record
  • Written and spoken competence in English is required
Relevant Skills and Experience:
  • Knowledge of legislation and best practice related to the Transportation of Dangerous Goods and Medical Device Reprocessing
  • Knowledge of labour relations and human resource practices, processes and collective agreements
  • Demonstrated considerable progressive administrative and management experience in the healthcare field
  • Demonstrated proficiency in Windows applications, web-based programs, and other computer competencies and software applications
  • Demonstrated judgment and decision-making skills demonstrated through analysis and synthesis, critical thinking & problem solving, systems thinking and emotional intelligence
  • Demonstrated ability to define a vision and guide individuals and groups toward the vision while maintaining group cohesiveness, motivation, commitment and effectiveness

KEY RESPONSIBILITIES:

Reporting to the VP of Capital Assets, Operations and Infrastructure, you will work closely and collaboratively with all levels of leadership, staff, and external stakeholders to support optimal patient care and flow across the entire organization with the achievement of targeted outcomes and the effective and efficient use of resources within Horizon\xe2\x80\x99s hospitals.

As the Regional Director, you are responsible for providing management and leadership in the planning, development, implementation and evaluation of provincial policies and systems.

The regional scope of this position will require ongoing collaboration with key stakeholders including multidisciplinary staff, Administrative and Executive Directors, Medical Leaders and Executive Leadership within Horizon. In this role you will also serve as the key strategic liaison to improve collaboration, and coordination of Medical Device Reprocessing with external stakeholders such as the Province of New Brunswick\xe2\x80\x99s Department of Social Development, the R\xc3\xa9seau de Sant\xc3\xa9 Vitalit\xc3\xa9, the New-Brunswick Extra-Mural Program and Ambulance NB.

Specific Accountabilities

Planning and System Performance
  • Plans, organizes, coordinates, and provides oversight for all activities in the MDR program through evidence-informed policy and decision-making
  • Contributes to the development of an MDR strategy that supports the goals and objectives of Horizon\xe2\x80\x99s overall strategic priorities
  • Facilitates the planning, organizing, implementation and evaluation of programs and services
  • Takes a leadership role in the development of innovative strategies, policies, procedures and business practices based on current and future needs, best practices, and key performance indicators
  • Evaluates efficiencies and optimizes processes within the region
  • Engages with the collective MDR leadership, in collaboration with the peri-operative program to establish service/program priorities and to allocate resources appropriately
  • Assume MDR-specific pan-provincial foci in one area e.g., accreditation, assets, education
Quality Service Delivery
  • Identifies, coordinates, implements, and evaluates quality improvement initiatives in collaboration with MDR leadership team
  • Collaborates with the provincial teams to develop key performance indicators to guide decision-making, business planning and quality improvement
  • Facilitates the growth of a strong patient safety culture within the team and more broadly throughout Horizon
  • Ensures timely and effective responses to patient safety incidents that result in mitigations and improvements that can be implemented province-wide
  • Incorporates accreditation standards and processes into regular business planning and quality improvement processes
  • Establish and implement processes to ensure timely delivery of instrumentation to clinical areas
  • Ensures compliance to Horizon\xe2\x80\x99s policy and best practice standards by all team members and conduct follow-ups with instances of non-compliance
Engagement, Visible Leadership, Partnerships and Relationships
  • Develops & maintains strong partnerships with both internal and external partners, in particular, with stakeholders within the peri-operative portfolio
  • Ensure that Horizon\xe2\x80\x99s mission, vision, and values are embedded across the program
Talent Development and Employee Engagement
  • Fosters professional growth and development of all MDR Managers and team members through performance feedback, supporting educational initiatives, certification and embodying a LEADS approach
  • Actively engages team members in decision-making where appropriate
  • Leads and supports teams to create work environments that promote and enable professional accountability and a learning environment
  • Provides equitable opportunity for teams to access and participate in education offerings and professional association volunteerism
  • Follows established processes for performance appraisals and assurance of competencies
  • Collaborate to develop a human resources plan for the program, such as recruitment and retention strategies, professional development, performance management, required certifications and staff education and development.
  • Effectively lead MDR Managers to manage, in accordance with collective agreements and organizational policies and procedures, human resources processes including:
  • hiring and orienting staff to workplace practices, values, priorities, and assignments
  • evaluating, coaching, mentoring, and empowering employee performance on an ongoing basis and through regular performance appraisals
  • holding employees accountable for clearly delineated and appropriate responsibilities
Financial Stewardship and Accountability
  • Manages operating budget including expenditures, projections and capital expenses at the regional level
  • Executes fiscal prudence and ensures financial elements related to reprocessing and team support are managed in an ethical and judicious manner
  • Provides budgeting reports each period to the VP indicating variances, anticipated or actual pressures and viable mitigation strategies
Decision-making
  • Competency in analysis and synthesis of large data sets, key performance indicators and scientific-based literature
  • Able to independently make decisions under stringent time constraints and when to exercise due diligence when situations need to be escalated
  • Articulates impact of decisions that can have departmental, organization or provincial impacts and can support decision-making with sound, evidence-based rationale
