Reporting to Manager IT, the Medical Informatics Specialist is responsible for the implementation, support, and enhancement of electronic medical record (EMR) systems and related health information technologies across the organization that promote high quality, cost effective public health and client service and user satisfaction. Working closely with the Managers, Special Projects (EMR), IT, and PHAST and vendor implementation team, clinical teams, and stakeholders, this role supports the development of effective systems which outline processes and best practices to support people and the Agency. It identifies the current and future state, including gaps in current systems and outcomes. It ensures that medical informatics systems are secure, functional, and tailored to operational and clinical and public health needs. The Specialist takes accountability to execute solutions and develop quality assurance and quality improvement initiatives.



This position supports users by developing reports and dashboards, configuring digital forms and assessments, and maintaining high system usability. The Specialist also contributes to infrastructure deployment, technical and data quality assurance, and cybersecurity risk mitigation in a public health environment


Responsibilities:

Configure, maintain, and support EMR systems and related public health information systems. Assist users in translating their program or reporting needs into functional digital tools within the system. Collaborate with users to develop reports, dashboards, and data extracts that support program monitoring, clinical outcomes, and operational decision-making. Ensure data accuracy and usability in analytics outputs. Use available tools (e.g., built-in EMR reporting features or external reporting platforms) to design and deliver custom reports. Support data quality assurance and routine validation processes. Monitor and enhance public health informatics systems using continuous quality methodologies. Ensure communication among all relevant stakeholders. Work with IT infrastructure team to ensure medical informatics systems are deployed securely and maintained in compliance with privacy and data protection standards. Identify and mitigate security risks in informatics tools and platforms. Participate in incident response and support system recovery efforts. Provide end-user support for EMR tools, forms, workflows, and analytics. Deliver one-on-one or group training for clinical, program and administrative users on technical system features. Develop communication plans, user guides, FAQs, and training materials for ongoing user support. Configure role-based access and ensure compliance with internal security policies and privacy legislation. Ongoing engagement and consultation with internal stakeholders and external partners. Design and conduct test plans to validate system updates, form configurations, and reporting logic. Monitor system logs and user feedback to identify technical issues and recommend improvements. Implement automated or manual testing protocols to maintain system stability and performance. Document QA processes, findings, and resolutions.

Requirements:

Bachelor's degree in Health Informatics, Computer Science, Health or Public Health Sciences, or related field. A Master's degree in one of these fields is an asset. Additional education or certifications in cybersecurity, public health or health IT infrastructure, analytics tools and adult learning are an asset. Minimum 3 years of experience in EMR or health information systems, including configuration and support, training and implementation, preferably in a public health setting. Demonstrated experience with database management, data collection tools (including template development), key performance indicators and accountability monitoring, statistical interpretation, report design, automation, program planning, data visualization techniques, stakeholder engagement and consultation, project management, program evaluation, and/or continuous quality improvement in a public health setting. Strong working knowledge of public health and the Ontario Public Health Standards. Experience building digital forms, assessments, and reports for healthcare or public health environments. Background in infrastructure, security, and technical system administration preferred. Experience in project management, stakeholder engagement and consultation, assessing and prioritizing business needs, and analytical and problem solving skills to support program planning. Strong proficiency in EMR configuration, system customization, and user support. Experience with reporting tools and data visualization platforms (e.g., Crystal Reports, Power BI, or native EMR analytics). Familiarity with privacy legislation (PHIPA, FIPPA) and healthcare information security standards. Experience with and working knowledge of privacy and records standards Experience working within medical informatics systems is preferred. Working knowledge of networking, authentication, and access controls. Effective communication and interpersonal skills, especially in explaining technical concepts to non-technical audiences. Strong organizational and analytical skills. Advanced oral and written proficiency in English is required. Maintains current Ontario driver's license and has access to a reliable vehicle with agency required insurance in order to fulfill position requirements. Satisfactory Criminal Record and Judicial Matters Check (CRJMC).
