About Our Opportunity

The Nova Scotia Department of Finance and Treasury Board is seeking an experienced professional to lead its Liability Management and Treasury Services (LMTS). Reporting to the Deputy Minister, the Managing Director is responsible for the leadership and oversight of effective and efficient treasury services, debt management and banking services operations. The Managing Director will draw on their treasury management, capital markets and asset management experience and expertise to develop and recommend comprehensive strategies and policies for treasury services, debt management and banking services operations. This includes assessing, analyzing, monitoring, identifying, and resolving issues related to financial risks and exposures.

Primary Accountabilities

Some of the key responsibilities in this role include:

  • Manages the outstanding market debt of the province and executes debt transactions on a cost-effective basis while complying with approved policies. This includes the design and execution of a borrowing program which complements the existing market debt portfolio.
  • Manages financial institution, investor and credit rating agency relationships while providing advice to senior officials in other departments, loans, crown corporations, agencies, and private partners.
  • Manages the staff and finances within the LMTS Division through effective divisional planning, team building, individual performance management and delegation.
  • Provides financial advice and technical presence within the department and to other departments, loan boards, crown corporations and agencies, including representing the province in various forums outside the provincial government.
About You

This may be the right opportunity for you if you have a university degree in a relevant discipline (e.g., Finance, Commerce, Economics, Accounting,) along with a CFA professional designation or MBA, or Masters degree and seven years of related experience. Several years of progressive leadership experience, with a minimum of 5 years in a professional/ management role is required. An acceptable equivalent combination of education, training and experience may be considered.

As the ideal candidate you possess a specialized knowledge of the capital markets and banking industry. You will have relevant work experience in portfolio management, treasury services, debt management and/or investment/corporate banking. You have excellent quantitative, analytical, financial modelling, and problem-solving skills with the proven ability to formulate and implement investment, debt and cash management strategies that contribute to objectives. You have demonstrated experience in leading policy development and providing guidance on policy decisions. You have a successful track record of leveraging your solid financial acumen and excellent communication skills to provide sound financial advice, consultation, and recommendations to senior leaders. You have the ability to lead a team to deliver quality outputs in a fast-paced environment. You will have excellent interpersonal skills and ability to cultivate key partnerships and work collaboratively with internal and external stakeholders.

You possess exceptional communication skills (written and verbal) with a proven ability to build and maintain relationships. You have a strong attention to detail, with a demonstrated history of providing accurate information and sound advice.

Pay Grade:

Salary Range: - $7,375.81 Bi-Weekly
