In this dynamic opportunity, you will help us meet our mandate to protect, enhance and transmit the French language and culture through-out French Language Schools in Ontario by leading a team of professionals responsible for the planning, development and implementation of specialized programs and supports services to address the educational needs of francophones.

About Us
The French-Language Teaching, Learning and Achievement Division (FLTLAD) focuses on the delivery of support services to elementary, secondary and post-secondary schools. The division plays a leading role in the development of policies and programs that address the educational needs of francophones; develops policies, clarifies legislation, policy and program requirements with school boards and ensures their compliance. The division is also responsible for conducting research, developing evaluation strategies, and compiling statistics and analysis.

We are hiring 2 management positions:

  • Manager, Literacy and Numeracy Unit (Toronto): Provides direct support to the French-Language School Boards as it relates to student success and achievement, in areas such as the continued implementation of equity and improvement plans.

  • Manager, French-Language Student Success and Learning to 18 Unit (Ottawa): Implements the Ministry\'s French-language education vision in areas such as online learning and online course development.

What can I expect to do in this role?

Reporting to the Director, French Language Teaching and Learning Branch, you will:

  • Lead and manage a team of professional staff in the planning, development, research, analysis and evaluation of strategic and operational policy initiatives and programs as it relates to French-language curricula and policies in Ontario

  • Oversee the development, administration and implementation of policies, programs and services for quality French-language elementary and secondary education and training

  • Provide expertise and advice to ministry executives, senior management and staff on policy options, legislation, regulations, funding models, risk and issues management strategies

  • Lead and direct internal and external stakeholder and partner relations and the ministry\'s inter-ministerial relations, consultations, engagement and facilitation

  • Oversee partnership and consensus building with stakeholders and ministry partners in developing, promoting and delivering policies


How do I qualify?

Mandatory

  • Oral and written proficiency in English and in French at the Superior level


Leadership Skills:

  • You have leadership experience to inspire, engage, motivate, develop and mentor professional staff to achieve results on high-profile initiatives
  • You can effectively manage transformation and change opportunities, take initiative and embrace new ideas.
  • You have demonstrated success in strategic leadership to foster an environment of continuous improvement, creativity and excellence
  • You are a collaborative leader and have incorporated the principles of inclusion and diversity across all elements of your management style
  • You have knowledge of human resources theories, principles and practices to lead talent management/succession planning activities and uphold performance standards


Strategic Thinking and Issues Management Skills:

  • You have strong strategic thinking, analytical, problem solving and issues management skills
  • You demonstrate sound judgment to appropriately address complex situations and priorities
  • You have financial planning skills to support the development and implementation of results-based planning


Technical Expertise:

  • You have excellent knowledge of Ontario elementary and secondary French-language education
  • You have proven expertise in program development, implementation and evaluation
  • You have knowledge of project management theories, techniques and tools to effectively manage concurrent projects
  • You exercise a high level of political acuity and judgement when developing and providing advice for confidential/sensitive issues
  • You have solid business knowledge of financial management to deliver transfer payment programs and manage the budget
  • You have knowledge of policy/program development, government decision-making processes, and policy/program evaluation as it relates to French language educational curriculum to lead and manage policy initiatives


Communication and Relationship Management Skills:

  • You have in-depth knowledge of French-Language stakeholders and the capacity to anticipate and prepare responses for the resolution of contentious issues
  • You use effective consultation and negotiation skills to build credibility and consensus with colleagues, stakeholders, and senior management
  • You can respond to requests and clearly communicate the benefits and objectives of the legislation and program
  • You have a high level of political acuity, diplomacy and tact
  • You have superior English and French language skills to produce written work and deliver oral presentations
