Position Profile:

Working in collaboration with the Director, Diagnostic Imaging and Laboratory and an integral member of the Halton Healthcare Laboratory Quality Team, the Manager is accountable for overseeing the day-to-day operations of the Oakville Trafalgar Memorial Hospital laboratory and the provision of corporate leadership for the Point-of-Care Testing Program.

Together with the Milton District Hospital and Georgetown hospital Laboratory Manager, there is shared corporate accountability for assisting in the development of the service\xe2\x80\x99s strategic and operational plans that are aligned with the corporate strategic priorities of Halton Healthcare \xe2\x80\x93 Collaborate, Advance, Respond and Empower; planning, preparation and ongoing monitoring of the annual operational plan and budget; management of human, financial and capital resources and overall ensuring that there is an effective and efficient laboratory quality management program in place.

The manager will focus and apply managerial and laboratory knowledge and expertise across diverse operating disciplines to achieve quality patient care and service transformation. As a visionary leader, this person is result-oriented and actively fosters a positive atmosphere that supports teamwork, collaboration, shared learning and staff development, while ensuring excellence in the provision of services and quality patient care. The Manager is responsible for communicating and disseminating information to staff, the Director, and the Physicians in a timely and effective manner.

This individual will ensure the quality of service and professional practice by actively facilitating the work of the Laboratory Team Leaders/Physicians and liaising with customers and colleagues internal and external to the organization. As a member of the Halton Healthcare management team, the manager observes, understands and ensures compliance with Hospital, legislative, professional practice and departmental policies and procedures; adhering to Hospital and departmental mission and value statements; maintaining patient confidentiality; and participating in hospital wide management activities as applicable.

Candidate Profile:

  • Baccalaureate Degree in clinical/administrative field required.
  • Post-graduate continuing education in management skills, e.g. financial management, conflict resolution, decision making required
  • Master\'s degree (MBA, MHA) preferred.
  • Minimum of 6 years of experience in progressively responsible leadership and management roles in Laboratory Services (Hospital/Private Laboratory Healthcare Settings).
  • General MLT Registration with the College of Medical Laboratory Technologists of Ontario (CMLTO).
  • Broad knowledge of Laboratory practice, Institute for Quality Management in Healthcare requirements, Accreditation Canada, legislative and regulatory requirements pertaining to laboratory practice and operations
  • Broad knowledge of the CMLTO Standards of Practice and Guidelines for Laboratory professionals.
  • Completion of Continuing Education courses focused on Point of Care Testing preferred
  • Experience working in a unionized environment an asset
  • LEAN or equivalent training preferred
  • Proven management skills including financial, human resources, quality management, change management, evaluation, planning and utilization.
  • Proven ability to critically analyze issues, conceptualize and implement solutions.
  • Proven track record of successfully facilitating activities to improve processes/services
  • Proven track record to engage and empower others to work towards a common goal.
  • Superior verbal and written communication skills.
  • Well developed negotiation and conflict management/resolution skills.
  • Self-directed, highly motivated and capable of handling multiple priorities and demanding timelines.
  • Demonstrated ability to effectively represent laboratory services and across the continuum of care.
  • Demonstrated knowledge of clinical practice and work flows in other health care settings preferred.
  • Demonstrated skills in strategic/operational planning and collaborating with internal partners to drive change and promote a learning environment.
  • Superior understanding of applicable legislative, professional practice and Institute for Quality Management in Healthcare requirements.
  • Demonstrated experience in the quality management of a Point of Care Testing Program.
  • Proven mentoring and coaching skills.
  • Experience with planning, implementing and evaluating service delivery methods
  • Experience using quality management systems with an understanding of how to develop measurements and benchmarks
  • Project Management experience preferred.
  • Facility planning, renovation and change management experience preferred.
