Shared Health leads the planning and coordinates the integration of patient-centred clinical and preventive health services across Manitoba. The organization also delivers some province-wide health services and supports centralized administrative and business functions for Manitoba health organizations.

Position Overview

Tissue Bank Manitoba is a multi-faceted operation operating under the authority of the Human Tissue Gift Act of Manitoba, mandated to provide donor recovery services to Manitobans. Tissue Bank Manitoba is responsible for the facilitation of eyes and tissues within the province of Manitoba, as well as the placement of eyes and tissues for transplant.

Tissue Bank Manitoba provides human allograft tissue for transplantation with the Province including all facilities and Service Delivery Organizations (SDOs) as well as other national and international jurisdictions. The program is an ancillary operation of Shared Health which has several components: deceased eye & tissue recovery, living donor tissue acquisition, as well as storage and distribution/placement of human allograft tissues and eyes. Tissue Bank Manitoba works with partners provincially, nationally and internationally to place eyes and tissue for transplantation; this includes the importation of human tissue as required.

MAIN FUNCTION

Under the general direction of the Director of Provincially Coordinated Health Services of Shared Health, this position is responsible for the overall service delivery, direction, accreditation and management of Tissue Bank Manitoba. The incumbent will lead, oversee and provide direction to staff for the areas of donor recovery, receiving donor(s), tissue transport, as well as storage and distribution of allografts across the regions. This position will ensure the development and maintenance of national/international contracts related to the recovery, acquisition, reporting and distribution of tissue. The incumbent will maintain existing client relations with internal/external stakeholders and develop key partnerships with all institutions with existing or potentially mutual concern for the recovery and acquisition of human tissue for transplant.

The Manager Tissue Bank is responsible for all operational and administrative decisions within the approved budget including staffing, contract negotiations, procurement of supplies, quality management of the facility, and communication with senior executives within Manitoba designated reporting facilities.

This role is also responsible for ensuring that all areas are compliant with Health Canada, FDA (U.S. Food and Drug Administration) and regulatory agencies to maintain a constant supply of tissue, eyes and organs required for manitoba health care.

Additionally, as Tissue Bank Manitoba is mandated to serve the province, the Manager\'s broader area of responsibility encompasses promoting and providing where possible the option of donation to all of Manitoba health authorities.

Experience

  • 5 years of progressive management experience required, preferably within a health services setting
  • 3 years of experience working with provincial and/or national standards of health-related industry accreditation programs such as Accreditation Canada, Health Canada, American Association of Tissue Banking (AABT), etc. is required
  • 3 years of experience leading services planning and implementing approved operating plans
  • 3 years of experience collaborating with diverse, multicultural, cross-functional and interdisciplinary teams including physician senior leadership, service delivery organizations, patients and the public
  • 3 years of experience leading and managing a team
  • 3 years of experience dealing with internal/external stakeholders for contract development and negotiations
  • Experience with a Human Tissue Gift Agency (HTGA) is preferred
Education (Degree/Diploma/Certificate)
  • Post-secondary degree in life sciences, business or related field from an accredited educational institution is required
  • Post-graduate degree is preferred
  • Certification in eye, tissue, or organ donation preferred; commitment to obtain certification within the first 12 months of employment is required
Certification/Licensure/Registration
  • Active member in good standing of an associated regulatory body as appropriate
Qualifications and Skills
  • Demonstrated mid-senior leadership capabilities. The provincial health system in Manitoba has adopted the
framework * Knowledge and expertise in the following areas related to organ, eye & tissue banking is considered an asset:
  • Provide orientation and ongoing support to hospitals and partners in eye and tissue donation services.
  • Accreditation Canada
  • American Food & Drug Administration (FDA) Regulations
  • Health Canada (HC) Regulations
  • American Association of Tissue Banking (AATB) standards
  • Eye Bank Association of America (EBAA) standards
  • Related industry knowledge of International Organization for Standardization (ISO), Current Good Tissue Practice (cGTP), tissue processing and recovery
Physical Requirements
  • Must be able to work safely in a typical computerized office environment with frequent meetings, and to lift and carry items of up to approximately 10 kg
  • Interruptions to respond to questions from executives, and partner organizations are common; dedicated and focused time for planning and concentration can be scheduled
  • Must have a valid Manitoba driver\'s license and use of a personal motor vehicle for regular travel within the province
